Description

NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. Solicitation No. DOIMRM-3050-0001 is issued as a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circul ar 01-15. Fort Hood's Directorate of Information Management (DOIM) requires lease of Airtime Services for existing radios and dispatch systems. The system must provide Radio Frequency (RF) coverage to 95% of Fort Hood. This coverage is required to suppo rt PMO, Fire, EMS, and other critical agencies within III Corps and Fort Hood. The services must also provide extended RF coverage beyond the boundaries of Fort Hood. The system must support 3 dispatch positions, up to 1,000 users, 4 interface connection s, and operate in the 900MHz portion of the RF Spectrum. The North American Industry Classification System code applicable to this acquisition is 517212. The size standard is 1500. Radio trunking service (local airtime) for surrounding coverage area (Fo rt Hood) (8,400 units); radio trunking service (extended airtime) for extended coverage area (480 units); airtime for three (3) radio dispatch units (12 months each, 36 months total); and two (2) T1 circuits for radio dispatch (12 months each, 24 months to tal). The initial period of performance is 1 October 2003 - 30 September 2004, with a 1-year option period. This is subject to availability of FY04 funds. The Government contemplates award of a Firm Fixed Price order resulting from this solicitation. F AR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition and is incorporated by reference. Offerors will include a completed copy of the provision at FAR 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items, with their quotations. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and is incorporated by reference. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition and is incorporated in full text with the following clauses checked as applicable: 52.203-6; 52.219-14; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-13; 52.225- 16; 52.232-33. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition and is incorporated in full text with the following clauses checked as applicable: 252.225-7001; 252.232-7003. The following additional FAR clauses are applicable and incorporated in full text: 52.217-5, Evaluation of Options; 52.217-8, Option to Extend Services; 52.217-9, Option to Extend the Terms of the Contract; and 52.232-18, Availability of Funds. Award will be made to the lowest responsive, responsible offeror whose quotation conforms to the solicitation. Offeror must provide the DUNS Number, Cage Code and Federal Tax-ID number along wi th their quotation. All offerors must be CCR Registered in accordance with DFARS Provision 252.204-7004. Quotations must be submitted to the Contracting Command, Building 1001, Fort Hood, TX 76544 by 3:00 P.M. Central on 12 September 2003.
