- The Bureau of Land Management, Salt Lake City, Utah has a requirement for two (2) security systems to be installed at the Utah State Office, 324 South State Street, Suite 300, Salt Lake City, UT and the Salt Lake Field Office, 2370 South 2300 West, Salt Lake City, UT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number for this notice is RFQ JSQ034089. The solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14, dated May 22, 1003. AMAG 625 E-mail Alarms, 2 EA, $__________. STATEMENT OF WORK: Contractor to install and configure M2000 8 reader controllers at both locations. Contractor to install and configure M2000 at Utah State Office. Contractor to install software and configure systems at both locations. Contractor to remove existing readers, install and connect new readers at both locations. Contractor to perform final systems test at both locations. To include maintenance for one year with a 4 hour response tome effective on the date all items in the contract are accepted for both locations. Contractor to provide training at both locations on the use of the system. General Information: Introduction: This document outlines the requirements for the installation and commissioning of a Client Workstation compatible, interoperable and integrated with the current Enterprise Access Control System of the Department of the Interior/Bureau of Land Management. Three Client Workstations, along with 20 readers, panels, and associated hardware shall be installed at the BLM, Utah State Office, 324 South State St,. Salt Lake City, Utah . One Client Workstation, along with 5 readers, panels, and associated hardware shall be installed at the BLM, Eastern Great Basin Coordination Center, 5500 West Amelia Earhart Dr. Suite 270,, Salt Lake City, Utah 84116. The Contractor shall ensure a disciplined approach for the coordination of providing, installing, and commissioning of this system. Background: The Department of the Interior and Bureau of Land Management has implemented an Enterprise Access Monitoring and Control System. This system, managed by the Interior, will allow for an integrated security system throughout the Department as all associated other Bureaus and Agencies gradually implement interoperable physical security systems. Scope: All deliverables must meet professional standards and meet the requirements set forth in this contractual documentation. The contractor shall be responsible for delivering all end items specified. This quotation is to include for supply, installation, commissioning of the smart card client workstation. The attached schedules provide details of all locations where access control or alarm monitoring is to be included for this quotation. The system shall be compliant with the DESFire Contactless Smart Card Standard and requires the utilization of a contactless and contact Desfire smart card. The Contractor, shall design, develop, integrate, install, program and maintain, for the Department of Interior (DOI) and the Bureau of Land Management (BLM) the Client Workstations, necessary wiring and associated panels, readers and hardware to be installed and interoperable with the Department of the Interior/Bureau of Land Management Enterprise Access Control System. All readers and associated hardware must meet the GSC-IS V.2.1 standard within 60 days of the publication of the standard. Technical Requirements: Desfire smart cards, with both an IC based contact chip as well as a contactless chip, shall be used with the Client Workstation and Fully integrated system. The Elevator Control Application. For elevator control, each cardholder can have assigned floor permissions as part of their normal access rights. Description of Software Options: CCTV Switching: Automatic camera to monitor video switching via "If, Then, When" Commands; Includes times and manual video switching commands; Camera control includes viewing of live video and telemetry control of pan, tilt, zoom and focus;Predefined switch video button for alarms; Card Data Import: Provides a non volatile, easy to use database which interfaces to third party databases for importing cardholder details, for example, human resource type databases; Images & signatures can be imported as JPEG files;Automated or manual importing via Desktop Engine ? or SQL Server ? databases; Includes all parameters used in a card holder record; Provision to make existing card records inactive; Encryption facility to secure the interface from unauthorized use. Card Data Export: Provides an interface to export card holder details to a third party database; Images & signature can be exported as JPEG files. Dial-In Alarms: Allows system to receive alarms from up to 1024 independent systems; Includes history reporting of alarms received. Dial-Out Alarms: Allows a system to forward alarms over a telephone line for reporting at an independent site's system; Alarm text, site name and customer instructions transmitted to receiving system. E-Mail Alarms: Automatically sends alarms to different E-mail destinations; Alarm instructions can be attached; Allows easy integration with external pager systems. Supporting Information: Period of Performance: Work is to be accomplished for the US Department of the Interior, Bureau of Land Management within 45 days of the issuance of this contract. Certification by the government of satisfactory services and products provided is contingent upon the contractor performing in accordance with the terms of and conditions of the referenced contract, this document, the approved technical and cost proposal, and all amend.
