Description
The Naval Undersea Warfare Center Division, Newport proposes to acquire Services for support of the Deep Submergence Systems Program Directorate of the Portsmouth Naval Shipyard (PNS), which provides worldwide rapid non-nuclear engineering, production, planning, yard support and Navy sponsored deep ocean search, research, escape and rescue, recovery services and support for underwater and surface systems. The solicitation will be Unrestricted. Anticipated RFP release date is 10/24/03. The resulting contract will be an Indefinite Delivery/Indefinite Quantity type with Cost Plus Fixed Fee provisions. The Period of Performance shall be five years from date of contract award. Total estimated Level of Effort is 314,775 manhours. This is a follow-on to N00102-99-D-1300 with Oceaneering International, Inc. Award will be made on the basis of Best Value to the Government. Offers will be evaluated based on Technical Capability and Cost. The two evaluation factors, Technical Capability and Cost, are in descending order of importance: The Technical Evaluation subfactors are listed as follows in descending order of importance: (a) Technical Approach, (b) Past Performance, (c) Management Approach and (d) Personnel, with subfactors (a) and (b) being equal, and subfactors (c) and (d) being equal. Subfactors (a) and (b) combined are 1 ? times more important than subfactors (c) and (d) combined. Cost Evaluation: Technical capability is significantly more important than Cost. Although cost shall be the less important evaluation factor, it is important and will be seriously considered. Small Business participation is important to the Government and special attention will be given to Small Business subcontracting plans proposed. NAICS: 541330.
