Description

Regarding the 04 SEP 2003 Q&A to combine solicitation number PC-03-R-003 ("Returned Peace Corps Volunteers Health Insurance Program"); please be advised of the following clarifications to the reply to Q5 ("Please provide the RPCV Health Insurance Program Claims experience per year for the past three (3) years"): (1) The paid claims DO NOT have IBNR (Incurred But Not Loaded) into them. This term represents claims that are occurring at the present time but that have not been submitted to date. IBNR is commonly factored into the loss ratio but that is not the case with the current plan. (2) The Policy Year reporting method, which is the method used in the data previously reported, matches the earned premium for a Volunteer to the claims paid out for that Volunteer in the year of COS (Close of Service) and is the most accurate way to state the loss ratio. (3) The 36 months tail allows for all the premium possible for that COS year to be matched with all the paid claims possible for that same COS year. Note that Year 3, 4, and 5 need more time to fully develop. DUE TO THIS CLARIFICATION AND TO ENCOURAGE COMPETITION FOR THIS REQUIREMENT, THE DATE AND TIME FOR SUBMISSION OF OFFERS IS HEREBY EXTENDED FIFTEEN (15) CALENDAR DAYS TO NOON (12PM LOCAL WASHINGTON DC TIME) ON FRIDAY, 03 OCT 2003.
