Description
The purpose of A001 to RFQ No. EMV-2003-RQ-0046 is to provide questions received by the Government as a result of the issuance of the combined synopsis/solicitation and to provide the answers to said questions. QUESTION: A bypass is mentioned, but not if it is to be internal to the UPS or external. If it is to be external, would a two or three breaker bypass be required? Also, would FEMA desire a Kirk Key for the bypass switch, if it is to be an external bypass? ANSWER: A maintenance bypass is not required. This UPS will be used to replace an existing UPS that has an external maintenance bypass and this will be re-used for the new UPS. QUESTION: The battery requested is a 15 minute battery in two strings. Do you mean two strings equaling 15 minutes or 15 minutes for each of the two strings? Are flame retardant batteries required? ANSWER: The battery must have a total capacity of at least 15 minutes for both strings or, stated another way, each string must have a capacity of at least 7.5 minutes. The Government does desire flame retardant batteries and this requirement is hereby incorporated into the specifications via the issuance of this A001. QUESTION: The solicitation includes a statement that FEMA requests "extensive tests to ensure it is operating properly." What constitutes extensive tests? ANSWER: The manufacturer's standard start-up tests will be acceptable to the Government. QUESTION: Customer training is required in the solicitation. What is the minimum amount of training time required by the Government? ANSWER: A minimum of one hour is acceptable to the Government. QUESTION: Is there a specific bid form or other special bid documents to be filled out? ANSWER: Prospective sources can use their standard commercial forms in order to provide a response to the solicitation. Offerors must ensure that they provide the required information as stated in the solicitation (i.e., pricing, descriptive literature, capability to provide Top Secret employees, references, and the FAR Provision 52.212-3 "Offeror Representations and Certifications--Commercial Items." QUESTION: What is the location of the UPS installation? ANSWER: The UPS will be installed in a building located at the Mt. Weather Emergency Operations Center, Bluemont, VA. END OF AMENDMENT NO. A001 TO RFQ NO. EMV-2003-RQ-0046.
