- Description
- The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with John Hopkins University Bloomberg School of Public Health, Department of Health Policy and Management (JHU/BSPH/DHPM), Baltimore, MD 21205. The purpose of this procurement is to provide a report, which details the impact of improving access to care, particularly primary care, on improving health status and outcomes. The Government seeks to determine whether increasing geographic access to care is effective in improving the health status of underserved and other communities targeted by its programs. The researchers must have experience and expertise in studying access to care, primary care, and health care outcomes as they relate to public policy. Any other organization would have to spend significant resources to develop the data set that JHU/BSPH/DHPM already holds. Therefore, JHU/BSPH/DHPM is the only responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253(1), as set forth in FAR 6.302-1(b)(1). This requirement will be awarded under FAR Part 13 - Simplified Acquisition Procedures. The anticipated period of performance is for a six (6) month period. The NAICS code for this procurement is 541611. A Justification for Other than Full and Open Competition is on file. three (3) days from the date of the issuance of this notice, the Contracting Officer will proceed in accordance with FAR regulations to award a purchase order to JHU/BSPH/DHPM.
