Description
The National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH) intends to negotiate on a noncompetitive basis with Dr. Michelle Olive, 12403 Village Square , Apt. #402, Rockville, MD 20852, to continue to provide services on the exploration of the pathophysiology of vascular diseases and development novel therapeutics. Dr. Olive has a unique background as Senior Lecturer at the University of Bordeaux in France and experience in Cell Biology in smooth muscle differentiation during cardiovascular development. The Vascular Biology Section focuses on studies of growth regulation in the vessel artery. The main emphasis is on vascular smooth muscle cell biology. This section conducts studies by examining the regulation of vascular cell growth within arteries. These studies have focused on adult blood vessels and clinical vascular diseases characterized by excessive growth that leads to failure of bypass grafts, stents, arterio-venous fistulas as well as progression of native atherosclerotic lesions. The work has being performed at the NIH in the Louis Stokes Laboratory, Government Building #50, 9000 Rockville Pike, Bethesda, Maryland 20892. The period of performance is from September 29, 2003 to September 28, 2004. In order to maintain continuity of the methods used and research knowledge of Dr. Olive, an award to any other source for this follow-on contract would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541690, size Standard $6.0 Million is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2003-142, may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Suite 6042, 6701 Rockledge Drive, Bethesda, MD 20892-7902, Attention Ms. Deborah Coulter, Purchasing Agent. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
