- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. All bidders must be CCR registered A quote is being requested and a written solicitation will not be issued. Solicitation number F73MSE32120200 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This acquisition is a total small business set-aside and is under North American Industry Classification Standard (NAICS) code 611710 with a size standard of 5M. STATEMENT OF WORK Non-Personal Services Contract for Distance Learning Monitor 31 Jul 03 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing distance learning administration support and assistance as contained in this SOW. 2. PERIOD OF PERFORMANCE: Contract start date is 1 OCT 03 through 30 SEP 04. The selected contractor/individual must have at least one year remaining at the current duty station to provide for continuity. 3. QUALIFICATIONS: A proven 2-5 years experience in both hardware and software application support being utilized by the distance learning application is preferred. Must have a minimum 1-year experience providing education or training to adults. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is highly desirable. Knowledge of/experience with Air Force computer/network security regulations is mandatory. Must be familiar with Air Force Training concepts and methods. Must be able to utilize Microsoft Office Suite (including Internet Explorer) and Jetform Formflow Filler or new version. Must have experience in training management and computer analysis. Must have knowledge of Air Technology Network (ATN) equipment for use in Satellite training sessions. A high school diploma or higher is required. Resumes and transcripts shall be submitted with bid packages. Must register as an official government contractor in CCR (Central Contractor Registration), which can be obtained at www.ccr.gov, prior to acceptance of bid by contracting office. 4. WORK HOURS/DAYS: The contract will be on a call basis. Calls may be made informally by the ESO or designated representative. Work will be performed per hour in 15-minute increment. Work includes receipt, storage, inventory and mailing of all training materials as well as scheduling, enrollment, and student administration. Set-up for the broadcasts may begin as early as 7:00 a.m. As many as 10 broadcasts may occur during one week. Government payment for each hour called for and satisfactorily delivered will be made at the agreed hourly price provided a minimum of one course is scheduled to be conducted. The ESO or representative and the contractor may mutually agree to specific work elements/schedules that must be performed to assist in the normal day-to-day technology operations. The pre-determined, routine work units will be scheduled with the contractor no later than 7 days prior to the designated work unit being performed. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs. 5. GUIDELINES: All tasks shall be accomplished in accordance with all DoD, Air Force, AETC, and local base computer/technology guidelines and regulations. The Air Force Instructions (AFIs) will be made available upon request (some are available through on-line reference material). The DLM will use the AF Distance Learning Site Managers Handbook as a guide to accomplish the referenced tasks in the statement of work. 6. SPECIAL REQUIREMENT: a. Contractor must inform the Education Services Officer (ESO) of anticipated absence from a scheduled broadcast at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of 1 week or more must be scheduled with the ESO at least 30 days in advance and may not exceed two weeks at a time with a maximum of 4 weeks in one fiscal year. b. Contractor must be well groomed and customer oriented. c. This contract will not be sub-contracted. 7. MATERIALS AND EQUIPMENT: The government will provide all necessary workspace and access required to fulfill the requirements of this contract. The contractor must be able to meet Air Force requirements for computer access and complete required training. The contractor will only use the computer/internet to fulfill requirements established by this contract. Personal use of the computer/ internet is prohibited. 8. SPECIFIC TASKS: a. Annual Screening. The Distance Learning Administrator distributes instructions to units for identifying their annual Air Education and Training Command Type 6 Technical Training course requirements, provides a format for identifying requirements, establishes a suspense date for forwarding those requirements to the DLM, consolidates the total base requirements and forwards to HQ AETC. The DLM will also forward out-of cycle requirements to HQ AETC. b. Manage and Control Training Materials. Inventory shipments of course materials. Verify the amount of course material and/or tests received are in accordance with the requirements identified during the screening process or out-of-cycle request. Verify currency/version of course material. Notify the appropriate AETC technical training course managers of any discrepancies in the amount of course materials received. Return damaged materials to the appropriate AETC technical training course manager. Establish and maintain a library for high use courses. c. Administer AETC Type 6 Technical Training Courses. Schedule computer based training (CBT) courses for a structured classroom environment. Receive monthly training requirements from units. Verify availability of computer laboratories to support the requested training. Provide units with a final monthly training schedule. Receive names and other pertinent data of students from units scheduled to attend training. Brief students on course requirements and issue course materials. Monitor student?s progress and assist students as needed with computer and software operation. Troubleshoot any software related problems students may have with the courseware. Notify the ESO of any computer hardware related problems. d. Schedule and Conduct video tele-training (VTT) Courses. Utilize the AETC Distance Learning Guide or Government Education and Training Network (GETN) schedule to determine available broadcast and verify broadcast identified during annual screening and out-of-cycle request. Coordinate with the appropriate training provider to obtain a slot on the ATN downlink. Notify unit(s) when scheduled downlink is confirmed. Obtain names of students from unit(s) and reserve the training room for the scheduled broadcast. On the day of the broadcast the DLM will ensure the training room is fully operational. The DLM will monitor the ATN classroom periodically during the broadcast and will be available to assist with any technical problems that may exist. The DLM will videotape each broadcast and retain the most recent videotape for each course in the library. e. Secure and Administer Examinations and course critiques. The DLM will maintain security of all examinations. The DLM will conduct an inventory and provide the ESO with the results of the inventory no later than the 10th day of each month. The DLM will administer all examinations and course critiques in accordance with the training course manager?s instructions. The DLM will send the required completed course information and/or materials in accordance with the training course manager?s instructions to the appropriate location. The DLM will mail the course completion certificates to graduates of a distance learning course. f. Data Management. The DLM will maintain a database of student enrollment/completion and analyze this data for trends. The DLM will provide a report to the ESO each month. The ESO or representative will provide the DLM with the required report request at least 48 hours in advance. The DLM will use Jet Form Formflow or new version to complete required forms. g. Resource Management. The DLM will manage the use of the computer laboratory equipment and ATN equipment. The DLM will notify the ESO or representative malfunctioning equipment. The DLM will assist the ESO or representative in identifying needed upgrades to distance learning equipment. h. Professional Development. The DLM will attend Job Site Training Point of Contact broadcast or any future Air Force method to remain current on Distance Learning methods and procedures. 9. TERMINATION: Contract may be terminated upon written request by either party. Request should be submitted to the Contracting Officer 30 days in advance of effective termination date. Please provide FOB destination pricing. Include shipping in the cost of the item. If you are quoting an Equal, you must provide the MFG, Part Number and other requirements prescribed in FAR 52.211-6.
