Description
The General Services Administration (GSA) is requesting proposals from natural gas suppliers to provide commodity natural gas supply and supply management to GSA's Heating Plant located in Washington, DC. The natural gas is used for boiler fuel and electric cogeneration fuel. The local distribution company (LDC) is the Washington Gas Light Company. The successful offeror will supply natural gas and provide supply management for a contract term of three (3) years beginning on November 1, 2003. An extension period of six (6) months is available. The approximate one (1) year natural gas supply requirement is 3,550,000 Dth with 2,680,000 Dth classified as base load and 870,000 Dth classified as incremental load. The Government intends to request pricing in two (2) forms: 1. Base Load Pricing - offerors will offer basis plus NYMEX pricing to the LDC for the base load; and 2. Incremental Load Pricing - offerors will offer pricing in the form of an adjustment factor to the daily Inside FERC's Gas Market Report Transco Zone 6 Non-New York Mid-Point price. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest price (i.e. sum of basis and adjustment factor) and meets the solicitation's minimum technical requirements. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on September 25, 2003 at the GSA Bid Room (see solicitation for address). Pricing will be requested from suppliers that meet the solicitation's technical requirements on October 1, 2003. This procurement is being conducted on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program.
