Description
The US Special Operations Command, Pope Air Force Base, North Carolina has a requirement for the purchase and delivery of UHF Satellite Communications Amplifiers in accordance with the items description provided herein. The item is being procured on a Brand Name or Equal Basis. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. The solicitation number USZA26-03-T3101 is issued as a Request for Quotation, under simplified acquisition procedures. The NAICS Code is 334220. The size standard is 750 employes. This requirement is 100% set aside for small business. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2001-14. It is the contractor's responsibility to be familiar with all applicable clauses and provisions. Full text clauses and provisions are available at farsite.hill.af.mil. REQUIREMENT: The contractor shall provide the following items: UHF SATCOM REMOTE AMPLIFIER, 50 WATTS, AMPLIFIES BOTH TRANSMIT AND RECEIVE SIGNALS. 50 WATTS TRANSIT POWER, WEATHERPROOF, MAY BE REMOTED, SMALL AND LIGHTWEIGHT, RF BYPASS WHEN POWERED OFF, DAMA. TRANSMIT FREQUENCY RANGE IS 292-318 MHZ,K OUT OF BAND REJECTION IS 70 DB MIN, TRANSMIT POWER IS 50/25 WATTS, INPUT POWER IS 50 MW TO 30 WATTS, HARMONICS IS -60 DBC MIN, VSWR IS 1.5:1 TYPICAL. RECEIVE FREQUENCY RANGE IS 242-268 MHZ, OUT OF BAND COMPRESSION POINT IS -3 DB AT +37 DBM INPUT LEVEL, OUT OF BAND REJECTION IS 50 DB MIN, GAIN IS 10,20,30 DB, NOISE FIGURE IS 3.5 DB TYPICAL, VSWR IS 1.5:1 TYPICAL. GENERAL: BYPASS (DC POWER OFF) INSERTION LOSS IS 1DB TYPICAL 225 TO 400 MHZ, REMOTE DISTANCE IS UP TO 300 FEET USING RG-214, SUPPLY VOLTAGE IS 24-32 VDC, SUPPLY CURRENT IS 8 AMPS TYPICAL, PROTECTION IS VSWR AND TEMPERATURE, OPERATING TEMPERATURES ARE -20 TO +60C, ENVIRONMENTAL IS WEATHERPROOF - AMPLIFIER ONLY, DIMENSIONS ARE 6"W X 3.5"H X 12"D, WEIGHT IS 8 LBS. TACTICAL SUPPORT EQUIPMENT PART NUMBER AM-SAT-50 OR EQUAL. QUANTITY IS 8 EACH. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, in relative order of importance are: Price and technical Acceptability of proposed "Or Equals". Award will be made to the lowest priced, technically acceptable quote from a responsible bidder submitting an offer found to be most advantageous to the government."; FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.219-6 Small Business Set Aside. The following Defense FAR Supplement (DFARS) provisions and clauses apply to this solicitation and are incorporated by reference: (1) DFARS 252.212-7001, Contract terms ad Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acqusition of Commercial Items. The following clauses under paragraph (b) of 252.212-7001 are amended to read; 252.225-7001, Buy American Act and Balance of Payment Program, 252.225-7007, Buy Amercian Act-Trade Agreements-Balance of Payment Program, 252.225-7036, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program. QUOTES ARE DUE: Quotes shall be received at USSOCOM Regional Contracts Officer, Bldg 3-1947 Malvesti Rd, Pope Air Force Base, North Carolina, 28308, not later than 2:00pm ET, 24 September 2003. Fax submissions will be accepted at (910)2430249, E-Mail submissions will be accepted at burgessc@jdi.army.mil. However, it is the offeror's responsibility to ensure receipt. QUOTES SHALL INCLUDE: (1) original letter signed by an individual authorized to bind the organization, with a schedule of offered items to include unit and total price and one copy of proposal and catalog literature on any quoted "or equals". Any or equals must meet the minimum salient characteristics to include functional and physical., (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued. All answers will be provided via an amendment to the solicitation. any amendments that may be issued will be published electronically the same as the combine synopsis/solicitation.
