Description
This is a request for information only. This is not a notice of RFP or RFQ issuance. The purpose of this RFI is to gather information from commercial enterprises, which will provide data and voice connectivity throughout the Continental United Status (CONUS). The House has an existing Wide Area Network (WAN) consisting of both Frame Relay and Internet connections. Over 750 remote CONUS-wide District Offices are connected to the House by individual Frame Relay circuits as well via VPN through independent Internet circuits. These individual circuits use the District Office Local Loop and then are aggregated in networks on the Washington, D.C. Campus. Conceptually, the solution could be a ?fly away kit? and be used to bypass the District Office Local loop in the event it is unavailable (natural disaster of similar untoward event). This will allow for remote connectivity and connection to the House WAN network. The proposed solution may use either a Frame Relay or Internet connection to the House WAN. A dual-use system is not required. Additionally, District Offices serve as the local site for Members and a significant number of local case work is communicated from the District Office to the House campus. Respondents of interest to the House may be invited to demonstrate their system. Specific requirements: 1) The House desires a system to connect to a small number of these offices (approximately 10) in the case of a natural disaster or other untoward event. 2) The House desires a technology solution that will work with Cisco equipment. The House has standardized on a Cisco based VPN and Frame Relay equipment. 3) The proposed solution must support email (Outlook) and file transfer (voice traffic is a secondary choice). 4) It must be independent of the District Office Local Loop. 5) If an Internet connected solution is proposed, it must support IPSec Protocol and allow the use of at least one static Internet-routable IP address (the House remotely manages its VPN networks). 6) The proposed solution if portable must be overnight shippable (approximately 250 lbs or less) and able to be installed by 2 technicians (House staffed trained by the vendor). 7) If bandwidth solution it must be two way (transmit and receive) and made available on-demand for periodic testing of the kits (1 hour each month) and during two simultaneous untoward events (continuous, simultaneous use of two kits for up to 4 months in duration). Proposed Information should include: 1) Approach: Frame Relay or Internet 2) Link budgets and throughput option considerations if applicable. 3) Hardware and Software equipment provided/required. 4) Remote Management capabilities. 5) Setup and configuration considerations. For technical clarifications please contact Nelson Moe at 202-226-4103. Please send your written responses to: Jim Caskey Room 356 Ford House Office Building U.S. House of Representatives Washington, DC 20515
