Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The reference number is F7383032370200, and the solicitation is issued as a Request for Quote (RFQ). This document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular (FAC) 2001-14. The associated North American Industry Classification System (NAICS) code is 334220. This requirement is BRAND NAME OR EQUAL. The 375th Contracting Flight plans to issue an award for the contractor to provide the following: Qty 1 EA General: ?Portable telecommunication unit mounted on single-axle trailer ?Self-erecting tower rises to any height up to 80 feet ?Designed so that four units can be loaded on standard semi-truck trailer ?Tilt-up tower extensions are available as options to increase tower height when required. Engine: ?water-cooled diesel engine ?12-volt electric start, glow plug option for cold weather starts ?Critical sound muffler and noise isolation mounts Generator: ?Generators will be provided per customer requirements and needs ?120- and 240-volt single-phase output at 60 hertz Control Panel and Receptacle Outlets: ?120-volt ground fault outlets ?Tower up and down button controls tower motion ?Emergency stop button Tower Construction and Performance: ?Tower is comprised of special aluminum alloy extrusions using rivet and bolt construction. ?Tower is raised using a rack and pinion drive powered by a three-hp, three-phase, 480-volt, precision gear motor. ?Electrically operated mechanical brake secures the tower when the motor is not operating or when electrical power is shut off. ?Gear motor is controlled by an inverter, which provides a slow start and stop, and very accurate vertical positioning. ?Tower rises automatically to 80 feet in approximately three minutes when the up button is pressed. ?Tower is capable of lifting 2,500 lbs. or more. ?Tower has high torsional rigidity so that objects located on the top can be rotated when the tower is extended to full height. ?Powered tilt-up sections are available as options to extend tower height. ?Tower is protected by US patent #4,920,710, as well as patents in other countries. Trailer and Outriggers: ?Trailer frame is heavy duty steel tubular construction coated with two-part epoxy primer and heavy enamel paint. ?Unit upper frame is constructed of heavy wall 6061-T6 aluminum tube and is bolted to the steel trailer frame. ?Brakes are electrically controlled with emergency disconnect stop system. ?Outriggers fold out from stowed position on trailer. ?Electrical level-indicating system with accuracy of one degree indicates via electrical lights, located by each outrigger, which jack needs to be raised to reach a level position. ?Four jack-mounting bracket locations are provided to accommodate the rough leveling jack option for leveling in rough terrain. Enclosure Housing: ?Housing is heavy aluminum sheet with a powder coat enamel finish. ?Access doors with heavy hinges and latches are provided for easy access to internal components. ?Unit housing provides protection from weather, vandalism, dirt and dust for the tower mechanism during outside storage and towing. Instructions to Offerors-Commercial Items, applies to this acquisition. The FAR provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Award will be made to the lowest price. Basis for Award: Offers shall be ranked according to price. An offer?s proposed price will be determined by multiplying the quantities by the proposed unit price. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Defense Federal Acquisition Regulation (DFAR) 252.204-7004, Required Central Contractor Registration, apply to this acquisition. All responsible sources may submit a quotation, which shall be considered by the Agency. Contract award cannot be made to any contractor who is not enrolled in the Department of Defense (DoD) Central Contractor Registration (CCR) program. The CCR website is http://www.ccr.gov/.
