Description

This is a combined synopsis/solicitation for a Lighting Detection System (VAISALA Ltrax, or equal) capable of detecting cloud-to-ground strikes and differentiating them from in-cloud strikes and cloud-to-cloud strikes. System must be capable of detecting the development of overhead thunderstorms through electric field intensity changes and display data from the National Lighting Detection Network. The system should contain the following: a. Sensor with antenna, electronics assembly, mast and associated hardware, high-resolution color display, system software, surge protector, uninterruptible power supply, Local Area Network interface, CPU and manuals. b. Spare parts kits. c. Field mill with 100 feet of cable, LAN hardware, software and systems manuals. d. Capable of incorporating data from the National Lighting Detection Network. NONPERSONAL SERVICES: Contractor will furnish all plant, labor, material, parts and equipment necessary to install the items IAW manufacturer's specifications and best commercial practices. This solicitation is for commercial items prepared in accordance with the format specified in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. The NAICS Code is 334519. This acquisition is a 100% small business set-aside. Delivery shall be FOB Destination to Andrews AFB, MD. Responses to this Request For Quote (RFQ) must be received no later than 16 Sept 03,16:00hrs, Eastern Standard Time. Delivery and finance addresses will be furnished upon award. An award will be based on best value. The following provisions and clauses apply to this acquisition: 52.212-1, instruction to offerors commercial items; 52.212-2, evaluation of offers/commercial items; 52.212-3, offeror representations and certifications--commercial items; 52.212-4, contract terms and conditions-commercial items, and 52.212-5, contract terms and conditions required to implement statutes or executive orders--commercial items, and 52.225-3, Buy American Act. All potential contractors must be registered on the Central Contractor Registration. Registration must be done immediately upon retrieval of this synopsis in order to be considered for award. Offerors shall submit their Duns Number, Tax Identification Number, Cage Code, and business size with quotation. All other applicable clauses will be incorporated into the purchase order.
