- NA SUBJECT: Firm Fixed Price (FFP) Contract for Design/Construction of military facilities at various locations in Israel. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and r egulations. Contract will be awarded and paid in U.S. dollar. This procurement is restricted to United States firms only. Contractors may bring into Israel, nationals of the United States and third countries having diplomatic relations with Israel for t he purpose of accomplishing the work. This procurement is subject to the requirements of FMS and the U.S. Balance of Payments Program set out in FAR Subpart 25.3 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials such as sand, gravel or other soil material, stone cement, or contract masonry units, as well as other excepted items specifically approved by the Contracting Officer and specified in the solicitation. In addition to the FAR Bala nce of Payments limitations, use of Israeli content is limit to the cost of bulk materials such as sand, gravel or other soil material, stone cement, or contract masonry units. At least 51% of the contract value, exclusive of bulk material and Israeli des ign certification services must represent U.S. content. The anticipated performance period may or may not be staggered and is stated behind each project title. The estimated cost of the project is in the more than $10,000,000 range. The Government reser ves the right to make multiple awards. Responses are desired from firms who can demonstrate recent experience and excellent past performance in design/construction of similar facilities. If a single offeror does not have in-house design and construction capabilities, US-only joint ventures will be acceptable. The qualifications of both the design and construction firm will be evaluated. The offeror will also have to demonstrate scheduling capability, proposed schedule for this procurements and submit a management plan. Solicitations will be issued on or about 15 October 2003. The solicitation, including concept project plans and specifications, will be issued free of charge in electronic bid set format (CD ROM) and limited to one (1) set per offeror. A pre-proposal site visit will be planned on a date to be determined. Specif ic dates and other information regarding the site visit/pre-proposal conference will be contained in the solicitation documents. A firm's physical address for express mail delivery, telephone number, facsimile number, e-mail address and an English speaking point of contact should be provided to facilitate mailing of the electronic bid set to interested firms. Telephone requests will not be accepted. Descriptions of projects: 1. CONTROL TOWER IN PALMACHIM Period of Performance (POP:18 months) Construction of a detailed design control tower of 5 floors. On its upper floor there will be located the control area which will include 12 control stations that manage the base runways. The project includes also some offices and living rooms for the fi re brigade. A shed will be built for the fire brigade trucks. A power station is included in this complex. The site works include the construction of a road between the control tower and the runways and between the tower and the main road of the base, pa rking areas, planting and an acoustic barrier. Possible upgrade of other existing systems, to include HVAC works. 2. CONTROL TOWER & FIREFIGHTING STATION IN SDE-DOV AF B (POP: 18 months) A two part project of which the first part contains a detailed design 650 m2 control tower. Constructed of two wings-a 600 m2 administrative wing on the ground floor. And a 50 m2 control cab with a 23 m' high elevated floor. Administrative wing includes : offices, briefing room, classroom, staff living quarters, technical rooms, etc. This part is fully designed, and a detail-designed bid will be issued. The second part is a firefighting department which includes a hangar for the Firefighting cars & stor erooms (450 m2 approx.), staff living quarters, offices and etc. (400 m2 approx.). Approximately 850 m2. This part will be a design-build. 3. B-200 HANGARS IN SDE-DOV (POP: 10 months) Detailed design three hangars for 4 B-200 aircrafteach-10m' high, 92 m' long and 22 m' wide (2025 m2 each). The annex of the hangar is designated for the technical wing (offices, storerooms, etc.) .The bid includes the electric lift-up doors (21 m' long ea ch door) for the 2 hangars, and an addition of 8 lift-up doors to an identical existing hangar. A total of 6075 m2. 4. POWER STATION IN HATZERIM AFB (POP: 6 months) A detailed design sheltered power station of 5 transformers, 2 generators and a high voltage net. 5. ELECTRICAL UPGRADE SYSTEMS IN RAMON AFB (POP: 12 months) Detailed design construction of a new power station including 2 generators of 1500KVA each one; and a High-Voltage and Medium-Voltage nets in the base. 6. AVIONICS LABS. IN RAMON AFB (POP: 8 months) Detailed design addition of labs (800 m2 approx.) to an existing building and enlarging the energy center of the base. Construction of a storage shed of 60 m2 approx. Development works around the building including an asphalt area. Possible upgrade of e xisting systems, to include HVAC works. 7. SQUADRON'S BUILDINGS IN RAMON AFB (POP: 14 months) Detailed design construction of 2 flight squadron sheltered complex. Each complex is 500 m2. The work includes changing and fitting works in an existing squadron building of 2 floors (structural works, electrical and HVAC works). Site works will be done around the facilities. 8. WEAPON'S CENTER IN NEVATIM AFB (POP: 18 months) The detailed design project includes the construction and renovation of 6 buildings in 2 areas with a distance of 300 m' approx. between them. Building A will be an office building of one floor with area of 170 m2. Buildings B and C will be sheds of 150 m2 each. Building D will be a concrete floor with concrete walls. Building E is an existing shed with area of 300 m2 that will be renovated. Building F is an existing shed with area of 300 m2 that will be renovated. The project includes: site works, e lectrical works, plumbing works, communication works, structural works and finishing works. 9. Black Hawk Hangar in Hazerim AFB (POP: 6 months) The detailed design project includes the construction of a maintenance shed of 2400 m2 for Black-Hawks aircrafts. The facility includes also offices, labs, kitchen, briefing-room, inspection working-place and site works. 10. AMMUNITION CENTER RAMON AFB (POP: 12 months) Detailed design construction of a new center that includes 2 working sheds of 300 and 200 m2, a concrete building of 150 m2, storage shed of 180 m2 and site works. Option 1: FLIGHT SIMULATOR FOR NEVATIM, ISRAEL: (POP: 12 months) Flight Simulator Training Facility will be design-build, a one story, 900 m2 facility consisting of an airplane simulator training classroom, office, and computer laboratory space. The structure will have a concrete frame, masonry wall, flat roofing, and plastered masonry exterior walls. Special features include storage shelving and raised floors. Building will have an automatic fire sprinkler system and an HVAC system. Flight simulator equipment will be supplied and installed by another U.S. contractor under a separate FMS contract, the construction contractor under this announcement will be requ ired to coordinate design and construction activities with the contractor supplying and installing the flight simulator equipment to ensure a smooth interface.
