Description
The Department of the Interior, Minerals Management Service intends to make a firm-fixed price, sole source award to Yahoo! Resumix. Govworks/DOI intends to issue a Purchase Order in accordance with FAR 13.5, Test Program for Certain Commercial Items. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of The Department of the Navy (DON) , Office of Civilian Human Resources (OCHR). DON OCHR has a requirement to re-engineer its Human Resources service delivery program. OCHR plans to deploy enhanced, web-based recruitment tools. They are also looking to utilize the existing Resumix platform to support the recruiting requirements. Resumix is a proprietary software tool developed by Yahoo! Resumix and used by the Department of Defense (DoD) to automate the recruitment and staffing process. OCHR requires extensive Resumix expertise, experience with consolidation of Resumix databases on an Oracle database platform, and associated Oracle database administration and application development expertise to provide the professional and technical services to implement this project. OBJECTIVES - a) Perform analysis of current OCHR Resumix and supporting application configuration (current database structure, menus, data, system architecture, and operating procedures used throughout the HRSC infrastructure) and map/document the data flows from and to Resumix. b) Develop and deliver a plan, to include timeline specifics, to create one, centralized, standard Resumix database accessible by all current users. The plan should include should include recommendations on system upgrades and operational changes to streamline the processes performed involving Resumix. c) Upon plan approval, develop, prototype, test, and implement consolidation of the HRSC Resumix databases into one central database, to include approved upgrades, ensuring all necessary Resumix data is accuracy migrated and appropriately available for connecting systems, and document the enhanced data flows and business processes associated with Resumix, and d) Support operational transition of Resumix applications to OCHR team. OCHR requires extensive Resumix expertise, experience with consolidation of Resumix databases on an Oracle database platform, and associated Oracle database administration and application development expertise to provide the professional and technical services to implement this project. Must demonstrate extensive knowledge of and experience with the proprietary Resumix software package, including Resumix database structures, configurable fields, and menu structures. Must possess knowledge of Resumix application performance and tuning methods to ensure that consolidated database environment continues to operate within acceptable performance thresholds. Must have at least five years of experience in configuring the Resumix software. Must have demonstrated expertise in similar database consolidation efforts, preferably within the Federal Government. Must be able to assess consolidated databases to ensure data integrity. The intent of this synopsis is for informational purposes only. This is NOT a request for competitive quotes. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
