Research and Development Synopsis #N68335-03-R-0140 - POTENTIAL SOURCES SOUGHT Naval Air Systems Command, Contracts Dept. Code 2.5.2.2.1, Bldg 562-2, Lakehurst, NJ 08733-5083. BROAD AGENCY ANNOUNCEMENT (BAA) FOR: Advanced Rapid Global Combat Support (ARGCS) System. SEE NAVAIR WEBSITE FOR business opportunity and full solicitation POC Chuck Adler, Contracts Specialist, Code 2.5.2.2.1, (732) 323-5198. The Government is interested in receiving white papers for technologies related to the Advanced Rapid Global Combat Support (ARGCS) System Advanced Concept Technology Demonstration, an expected FY 2004 program. This program involves development of a next generation combat support system for DOD electronics weapons systems. GENERAL INFORMATION: Responses to this BAA will be accepted at the procurement office for 12 months from the date of this announcement. It may be extended for an additional 24 months, if required. There will be two phases to the selection process, Phase I and Phase II. Phase I will consist of the solicitation and evaluation of white papers. Phase II will be the solicitation and evaluation of technical proposals and cost volumes from offerors who have been selected for further evaluation and consideration after the evaluation of the offerors? white papers. Although white papers may be submitted at any time during the open period of this BAA, potential offerors interested in immediate consideration are advised to submit their white papers within and including the first 60 calendar days after the opening date of this BAA. Cover sheets to the white papers must include the following information: (1) BAA Number: N68335-03-R-0140; (2) Organization/Company Name; (3) Other team members; (4) Technical Points of Contact (including phone, telefax, and e-mail information; (5) Administrative Point of Contact; (6) Overview of the Proposed Solution; and (7) a budgetary estimate and if applicable, any anticipated cost sharing arrangement. The length of the cover sheet will not be included in the maximum number of pages permitted for the white paper.
