Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This acquisition is 100% set-aside for small business. The North American Industry Classification System (NAICS) code for this acquisition is 441110 and the Small Business Size standard is $24.5 million. The solicitation number 03INS0117 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-11. The Simplified acquisition procedures of FAR Part 13 are applicable to this procurement. This procurement is for one (1) each vehicle. SCHEDULE OF SUPPLIES/SERVICES: 1. GENERAL REQUIREMENTS: The contractor shall provide one (1) each FORD E-150 RV LOW TOP E-150 2003/2004 EXPLORER RV CONVERSION VAN. 2. DESCRIPTION (VEHICLE): The vehicle to be furnished under this contract shall be model year 2003/2004 or registered as factory demonstrator model year 2003/2004, however not exceeding 1000 miles, and shall meet the following specifications at a minimum: Nomenclature: Ford E-150 Explorer RV Conversion Van , 6 door; Engine: Gasoline, 5.41 EFI V8 cylinder, Automatic Over-Drive Transmission; Heavy Duty Alternator, Wheel Base: 138?; Rear End: 3.55 LTD Slip Rear End; Color: YZ Oxford White CC, Recreational Vehicle Convert Trim Medium Graphite; Upholstery: Standard by manufacturer in coordination with color; 4-Wheel Antilock Braking System (ABS), Air Bag Driver & Front Passenger, Air Conditioning, Alternator, 130-Amp Heavy Duty, Deluxe Engine Console Cover, Power Door Locks; Windows, Power Glass; Fixed Side/Fixed Rear Cargo Door, Handling package including front stabilizer bar and heavy duty front and rear shocks, Light & Convenience Group; Mirrors, Mid-Series, Left Hand & Right Hand Power, Remote Keyless Entry/Panic Alarm; Service Package, Heavy Duty, Speed Control/Tilt Steering Wheel; Power Steering; Power Brakes; Accessories: Auxiliary Air conditioning Front and Rear; AM/FM Stereo/Clock/Cassette/CD (Dual media); Front Floor Mats (Rubber); Recreational Vehicle Plus package, Chrome Bumpers, P235/75RX15XLR Wheels, Bright Wheel Aluminum Rims, Catalytic Converter; Trailer Tow Package, Normal Size Spare Tire. ADDITIONAL ACCESSORIES: All standard manufacturer Vehicle Manuals in English. 3. PREPARATION FOR DELIVERY: a. Vehicle is to be in clean, drive away condition, to include all fluid levels in normal operating ranges. b. Contractor will provide authorized government representatives an operator manual, warranty and services booklet in English. 4. DELIVERY DATE: Contractor will provide number of days required for delivery of vehicle after receipt of order. Exact date of delivery will be coordinated between the Government POC and the contractor upon award. Delivery will be to Coral Springs, Florida, Zip Code 33065. The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to offerors. FAR 52.212-2, Evaluation-Commercial Items: The following factors shall be used to evaluate offers: 1. Price, 2. Delivery Date. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial items, with the offer; FAR 52.212-4, Contract terms and Conditions-Commercial items with addendum that the Government will not pay taxes where an exemption applies; Warranty: The contractor shall assign any remaining OEM warranty protection. FAR 52.212-5, Contract Terms and Conditions Required to Implements Statues or Executive Orders-Commercial Items and the following additional clauses therein apply: 52.222-26, and 52.232-33, Offeror Representations and Certifications-Commercial Items; Offers are due no later than 14:00 hours, Eastern Standard Time on 18 September 2003.
