Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) # 127166 is assigned. This requirement is being conducted as a total Small Business set aside under the procedures of Part 12 and 13 (test program). All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. The North American Industry Classification Code is 334310 with a business size standard of 750 employees. This solicitation will be distributed solely through the General Services Administrations Federal Business Opportunities website http://fedbizopps.gov. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up to date information about this acquisition. The Federal Bureau of Investigation intends to solicit and negotiate for a specific make and model of professional video recorders. The Government?s requirement is a one time buy for two Sony DVWA500 Digital Betacam?s and two BKDW505 Optional Component Boards. These items are needed for forensic case work on video evidence. The following clauses and provisions are incorporated by reference and apply to the acquisition and can be found in full text at http://www.acqnet.gov. FAR Provision 52.212-1 Instructions to Offerors Commercial Items (OCT 2000) FAR clause 52.212-4 (FEB 2002) Contract Terms and Conditions ? Commercial Items; FAR clause 52.212-5 (APR 2003) Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, Subsection (a), and (b)11,12,13,14,15,16,21,24 apply. FAR Clause 52.215.5 Facsimile Proposals (OCT 1997) applies. Each offeror shall include a completed copy of the FAR provision 52.212-3 (FEB 2002) Offeror Representations and Certifications ? Commercial Items with their quote. Offerors must acquaint themselves with the new regulations concerning Commercial Item Acquisitions contained in FAR Subpart 12, and must ensure that all Representations and Certifications (located on the internet) are executed and returned as required in this synopsis/solicitation. The following Department of Justice Acquisition Regulations (JAR) clauses are applicable to this acquisition and can be obtained in full text at: http://www.usdoj.gov. JAR clauses 2852.201.70 Contracting Officer?s Technical Representative (JAN 1985); JAR clause 2852.233.70 Protest Filed Directly with the Department of Justice (JAN 1998). Offerors are hereby notified that if their quote is not received by the date/time and location specified in this announcement, their quote will be considered late and will not be accepted. The evaluation criteria for this solicitation will consist of price. Award will be based on the best price to the government. The Government reserves the right to award without discussion. An award will be made within two weeks after closing date. Delivery of the items shall be 30 days after receipt of order. The delivery shall be FOB Destination FBI Academy, Quantico, VA 22135.
