- NA INFORMATIONAL SYNOPSIS NOTICE: This synopsis is for informational purposes only. The Joint Program Executive Office for Biological Defense, Chemical-Biological-Medical Systems Project Management Office, Critical Reagents Project, has a critical requirement to acquire 70 healthy Boer Cro ss goats (whethers and does) for laboratory research that are free of Q-fever, ORF, and Brucellosis. A sole-source contract for the acquisition of these supplies is contemplated. This synopsis provides notice that the U.S. Army Space and Missile Defense Co mmand intends to award a sole-source contract to Barton's West End Facilities of Oxford, New Jersey, a woman-owned small business, to acquire these supplies. The authority for negotiating this sole-source acquisition is 10 USC 2304(c)(1)- Only one responsi ble source and no other supplies or services will satisfy the agency's requirement, as implemented by Federal Acquisition Regulation subpart 6.302-1(a)(2)(i)(A). This action is not open to allied participation. Since this acquisition is for a commercial pr oduct, the Government will be using the procedures contained in Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The proposed resulting contract is for supplies for which the Government intends to solicit and ne gotiate with only one source under the authority of FAR 6.302. However, interested parties who believe that they can fulfill this requirement without substantial duplication of cost to the Government are invited to submit a written narrative statement of t heir capability, including detailed technical information sufficient to permit agency analysis in order to determine its bona fide capability to meet the Government's requirements. Responses without the required documentation will be considered nonresponsi ve. This information must be received not later than 5:30 PM local time on 27 September 2003, and must be delivered to the U.S. Army Space and Missile Defense Command, Contracting and Acquisition Management Office, Chemical and Biological Operations Branch , 64 Thomas Johnson Drive, Frederick, Maryland 21702-5041.
