Industry Day Location: Naval Station Annapolis, Small Craft Repair Department (SCRD), September 25, 2003 (unclassified). Conference Fee: $15.00. Purpose: Generate industry interest, initial sources sought, draft requirements industry review/comments, for the proposed design and construction of 24 Patrol Service Craft, YP(R). Procurement: 24 Craft (total). The initial contract is expected to be for 4 YP(R), with options for 20 craft. Total contract value is expected to be approximately $130 M. Craft Description: The new Patrol Service Craft, YP(R), will be a new design similar to the existing YP craft keeping with the primary mission of supporting the professional training afloat of Midsh ipmen of the United States Naval Academy. The primary requirement is to design a noncombatant, multi-mission, training vessel of small size and low total ownership cost (TOC) using commercial-off-the-shelf equipment with a robust steel hull. The YP(R) craft design will emphasis habitability, training areas, hull structure, integrated bridge, maneuverability, environmental constraints, propulsion plant configuration, and simulated underway replenishment. The YP(R) will be classed to ABS Rules and Guides and will be in compliance with international, federal, and local rules and regulations. The YP(R) will have a steel hull not exceeding 110 feet in length. The full load displacement will not exceed 175 long tons and the maximum navigational draft while fully loaded will be 6 feet. The air draft will not exceed 65 feet above the design water line (DWL). The craft will be ca pable of supporting a male/female personnel combination of three officers and a complement of thirty Midshipmen. The YP craft will maintain a minimum cruising speed of 12 knots and have a maximum capability of 14 knots for a range of 1000 nautical miles. The craft will be fully operational in Sea State 3 and maintain restricted operations in Sea State 5. Other significant features include an integrated bridge system (IBS) with electronic charting (ECDIS-N), twin power generators with load-shed capability and auto parallel, a CIC space, and a convertible mission/training space.
