Description
This publication serves as a notice of intent to negotiate a Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for five years to provide helium gas to be used by the National Weather Service - Alaska Region (NWS-AR) as inflation gas for weather balloons. The helium shall be assay %99.995% v/v minimum, CGA Grade L or equivalent. The dew point temperature shall be less than -60E Fahrenheit. The usage per site is about 64,000 SCF/yr total, where the expected number of conversion sites for FY ?04 is three. Expected demand for helium is approximately 192,000 SCF. The types of containers and cylinders to be filled are as follows: (1) Government owned 20' ISO containers, capable of storing approximately 64, 000 SCF of gaseous helium at a pressure of 3,135 pounds per square inch (psi) in eight manifold DOT 3T 2850 (rated at 2850 psi at 100%) pressure tubes; (2) Government owned standard K pressure cylinders; and (3) rented contractor owned standard K pressure cylinders. Containers shall be filled with helium gas to the capacity requested by the Government up to the maximum rated capacity of the container. The gas containers will be used outside in temperatures ranging from -60EF to 80EF. The containers will be delivered by barge to the Seattle area for refill. The refilled containers will then be transported back to the site by barge or cargo ship. The NAICS code for this procurement is 325120 where the small business size standard is 1,000. For a copy of the solicitation, interested parties must register with the FedBizOpps using the "register to receive notification" feature.
