Description
This project will consist of reconstruction, grading, drainage, mechanically stabilized earth wall, aggregate base, superpave asphalt concrete pavement and guardrail on 4.830 km (largest schedule) of roadway for the CA PFH 119-2(3), Oroville-Quincy Highway, Plumas National Forest, Butte County, State of California. Estimated price range is between $4,000,000 and $8,000,000. This project contains 3 schedules. Principal work items on the largest schedule include: survey and staking (various); lump sum contractor testing; 480 m sediment log; 3,315 m fiber rolls (various dia.); 10,050 m3 watering for dust control; 11 ha clearing and grubbing; 59,300 m3 roadway excavation; 3,500 m2 biaxial geogrid; 2,000 m2 shoring and bracing; 635 m3 placed riprap (various class); 3,500 m2 MSE wall; 250 m3 reinforced concrete retaining wall; 17,800 metric tons aggregate base; 575 metric tons asphalt cement grade PBA-4; 8,850 metric tons Superpave asphalt concrete pavement; 500 metric tons minor hot asphalt concrete; 260 m micropiles; 120 m3 concrete; 861 m pipe culvert (various); 16 each metal grate (various); 200 m standard underdrain system; 2,990 m asphalt concrete curb (various); 970 m guardrail system (various); concrete barrier and concrete guardwall; fencing, gates; heavy equipment operators; seeding, mulching, 22,000 m2 erosion control mat; delineators; pavement markings; traffic control devices; 6,000 hr flagger; 164 each warning lights (types A, B or C). The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
