Description
Provide professional Architect-Engineer Design Services to include verifying existing conditions; design; prepare contract working drawings and specifications; prepare a construction cost estimate; and provide construction period services and site visits for Project No. 619-04-103, Replace Motor Control Centers, Building 90 & 83 at Central Alabama Veterans Health Care System, Tuskegee, Alabama (East Campus). The design shall ensure compliance with current VA standards and all other applicable codes and criteria. The North American Industry Classification System (NAICS) Code is 541310 for Architectural Services. The Small Business size standard is $4,000,000 in annual gross revenues averaged over the past three years. Please state in Block 4, Page 4 of the SF 254 the size standard of your firm. A/E will be required to provide evidence of professional liability insurance of $1,000,000. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, when requested, and (3) any requested supplemental data to the procurement office shown. Firms having a current Standard Form 254 on file with the procurement office shown are not required to register this form. Firms desiring to register for consideration for future projects administered by the procurement office (subject to specific requirements for individual projects) are encouraged to submit annually, a statement of qualifications and performance data, utilizing Standard Form 254, Architect-Engineer and Related Services Questionnaire. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiations. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) professional capabilities; (2) specialized experience and technical competence, as required; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; (6) any other special qualification required under this announcement by the contracting activity. Firms should submit SF 254's and 255's to the following address: Network Logistics Contracting Activity (544/10N7/NLO), Attn: Contracting Officer, WJB Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, South Carolina 29209-1639. Area of consideration for submission of 254 and 255 documents is restricted to a geographic limit of a 150-mile radius of Tuskegee, Alabama. Interested A/E firms must submit (1) one copy of each form to this office not later than 3:00PM Eastern Standard Time on October 17, 2003 in order to be considered for selection by this office. This procurement is unrestricted. Estimated construction cost is between $250,000 and $500,000.This is not a Request for Proposal. Award is subject to availability of funds.
