Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. Provide 135 furnished one-bedroom apartments in accordance with the Performance Work Statement (PWS) for Fort Belvoir, VA. Solicitation number DABJ03-03-T-0171 applies and is issued as a Request for Quotation (RFQ). This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2001-15. This procurement is 100% set aside for small business. The NAICS code is 532110 and the small business size standard is $6.0M. Any supplies and services to be furnis hed under this requirement shall be executed by the issuance of a purchase order. This requirement is for a fixed price contract for a period of one year with one line item: Item 0001, Lodging Accommodations. Period of Performance: 1 October 2003 through 3 0 September 2004. Provide 135 furnished one-bedroom apartments. See the Performance Work Statement for complete details, quantity 12 months. Provision at FAR 52.212-1 Instructions to Offerors-Commercial items applies. Provision at FAR 52.212-2 Evaluation-Commercial Items applies with paragraph (a) completed as follows; The following factors shall be used to evaluate offers: Technical, past perf ormance, and price. Addendum to 52.212-2, Evaluation-Commercial Items and Description of Evaluation Factors for Award. Basis for Award; The contract will be awarded to the offeror that provides the best value based on technical, past performance, and price . Basis for Evaluation; Technical; Offeror shall demonstrate the ability to provide the requirements of the PWS to include all amenities. Past Performance; Offeror shall provide, from 3 contracts or leases, services similar in scope and nature to the requi rements described in the PWS. This shall include summary of provided services, contract or lease value, and complexity. Price; Best value. PERFORMANCE WORK STATEMENT SECTION 1. General 1. The 701st Military Police Group, U.S. Army Criminal Investigation Command, has a requirement for 135 one-bedroom furnished apartments located within 15-20 miles driving distance of Fort Belvoir, Virginia and the Pentagon in Arlington, Virginia. The apartments must be located within a ???? mile walk from an Area Metro Rail Station, or the contractor shall provide tr ansportation to a Metro Rail Station as requested by apartment occupants at no cost. The apartments must provide fitness facilities at no cost, located on the premises or within a ???? mile walk from the premises. The premises must be located within ???? mile of grocery and dry cleaning facilities. The apartments will be occupied on a staggered basis starting on or about 1 October 2003; all occupants are expected to arrive by 28 October 2003. The Government will give the Contractor seven calendar days n otice of the occupants?????? arrival dates during this time period. Charges will be on a per room basis and will not begin until occupied. 1.2. The contractor shall provide sufficient personnel possessing the skills, knowledge, and training to perform satisfactorily the services required by this contract. The Contractor and its employees will have a thorough understanding of Standard Englis h and must be able to communicate fluently with the occupants. 1.3. The Contractor shall provide a Contractor Representative who will be the point of contact and will have the authority to act or make decisions for the Contractor on all matters pertaining to this contract. 1.4. The Contracting Officer or a Government Representative will be present when an apartment is vacated to take inventory of all contractor furnished items and their condition. 1.5. The Government will be responsible for items damaged or lost through willful misconduct or neglect. SECTION 2. Definitions/Acronyms 2.1. Contracting Officer . A Government official with authority to enter into, administer, and/or terminate contracts and make determinations and findings on behalf of the Government as specified in FAR 2.101. 2.1.1. 701st. The 701st Military Police Group, U.S. Army Criminal Investigation Command 2.1.2 Occupant or Occupants. U.S. Government civilian or military personnel who will occupy the apartments in the leased facilities. 2.1.3 Like New. Free of defects, defacements, and stains. 2.1.4 PWS. Performance Work Statement SECTION 3. Contractor Furnished Property and Services 3.1. Contractor shall provide everything specified in Section 4 of this Performance Work Statement. SECTION 4. Specific Tasks 4.1. The Contractor shall provide 135 furnished, one-bedroom apartments. Once an apartment is occupied, it will be required for a period of one year. The apartments shall include a kitchen, living/dining room area, separate bedroom, and private bath. A ll 135 apartments shall NOT be located in the same building. Each building/complex can house no more than 40 to 45 occupants. All 135 apartments must be within 3.5 miles of each other. The contract price shall include, for each apartment, heating, air con ditioning, water, electricity, local telephone service with voice mail, modem/data ports on the telephone or other Internet access from individual rooms, and basic cable television service, all at no cost to the occupant. All apartments must be free of de fects, defacements, and stains; all apartments and amenities must meet all federal, state, and local health, environmental, and safety standards. In the event occupant may permanently vacate the apartment before contract expires, the contract price will be reduced by the contracted value of the vacated apartment, from the date it is vacated provided a two-week notification has been given. 4.2. All apartments shall be furnished with the following furniture, which shall be new or like new at the start of the lease period: a. Living/dining room: 1. Sofa easy chair or loveseat 2. Dining table with two to four chairs 3. Coffee table 4. Two end table s, two lamps or floor lamps 5. Color television, 19?????? or larger. b. Separate bedroom 1. Queen size bed or larger 2. Two pillows with pillow cases 3. Sheets, blanket, and bedspread 4. Night stand 5. Bed side lamp 6. Dresser and/or chest of drawers 7. Mirror 8. Clothes closet c. Private bathroom with tub and shower, with linens specified in 4.5. Bath linens to include bath towels, hand towels, face cloths and bath mat. 4.3. All apartments shall be furnished with the following appliances. All appliances shall be clean and in working order. The Contractor shall keep appliances in working order during the life of the lease. Malfunctions that are the result of abuse sha ll be the responsibility of the occupant. a. Coffeemaker b. Telephone c. Iron and ironing board e. Stove or range top and oven f. Microwave oven g. Refrigerator h. Toaster 4.4. All apartments shall be furnished with the following cooking and serving utensils: a. Matching set of glassware, dinnerware, and flatware for 4-person service. b. Tea kettle c. Frying pan d. 1 and 2-quart saucepans with lids e. Salt & pepper set f. Colander g. Mixing and storage bowls h. 2 quart juice pitcher with lid i. Complete set of measuring cups and spoons j. Cooking utensils to include spatulas, slotted spoon, soup ladle, carving knife, and paring knife 4.5. All apartments shall be furnished with the following linen and bathroom equipment. Bed sheets, blanket and bedspread must fit the size mattress provided by Contractor. Bath and hand towels, and face cloths should match. a. Two complete sets of bed sheets b. 1 blanket c. 1 bedspread d. 2 dishcloths e. 2 dishtowels f. 2 hot pads g. 2 bed pillows h. 2 pillow protectors i. 2 sets of pillowcases j. 1 mattress pad k. 4 bath towels, 4 hand towels, 4 face cloths l. 1 shower curtain m. 1 wastebasket, bathroom n. 1 bath mat 4.6. All apartments shall be furnished with the following miscellaneous equipment: a. Broom b. Dust pan c. Whisk broom d. Closet hangers, 20 each e. Flatware tray f. Tall kitchen trash can g. Wastebasket, bedroom i. Place mats, 4 each, matching j. Table napkins, 4 each, matching k. All windows shall have coverings such as shades, blinds, vertical or horizontal, and or drapes. 4.7. All apartments shall have standard commercial floor covering. 4.8. Additional services to be provided by the Contractor will include: a. Mail delivery facilities for mail addressed to occupants. b. A minimum of two meeting/conference rooms, located on the Contractor??????s premises, capable of seating up to ten people, to be available on short notice. c. A message service for incoming messages addressed to occupants. d. A public message bulletin board for use of occupants. e. Washers and dryers available in the building or within the complex. f. Secure garage parking with access controls. 4.9. The Contractor shall prior to contract award provide an inventory with their bid an inventory price list of all furnished items in Sections 4.2, 4.3, 4.4, 4.5, and 4.6. This list and the procedures set forth in Army Regulation 735-5, Appendix C, Com puting the Actual loss to the Government when Property is lost, Damaged, or Destroyed, will be used to assess replacement cost in the event of tenant misuse. 4.10. Contractor shall ensure all apartments remain free of pest infestation. 4.11. All apartments shall have a storage/closet area. 4.12. All apartments shall be equipped with smoke detectors, dead bolt locks on doors, and secure locking windows. SECTION 5. Applicable documents. Army Regulation 735-5, Appendix C that is located at: h ttp://www.usapa.army.mil/usapa_pub_pubrange_p_text.asp Responses to this combined synopsis/solicitation must be received via mail or delivery by 25 September 2003, no later than 2:00 PM Eastern Standard Time.
