- The Government intends to negotiate a firm fixed price type contract for risk assessment technical service for review and comment on the toxicological, human health risk, and remediation technology costs associated with the Department of Defense (DOD) position concerning the safe perchlorate levels in drinking water in support of the Naval Environmental Health Center. Services include providing human health risk assessment and toxicological support on the development of Navy/DOD Guidance/Policy on issues associated with perchlorate in drinking water that will be consistent with the tiered approach for conducting site investigations under the NCP and meet the specific goals and objectives of the Navy Environmental Restoration Program (ERP) and Base Realignment and Closure (BRAC) Programs. The resulting contract will be from 30 September 2003 to 30 September 2004. This requirement is 100% set aside for small business. The North American Industry Classification System (NAICS) is 54162. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at the Federal Business Opportunities Website at http://www.fedbizopps.gov or at http://www.neco.navy.mil. This office will no longer issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. All responsible sources must submit past performance, technical, and pricing data in accordance with the instructions set forth in the RFP, SF 1449, to the Fleet and Industrial Supply Center by no later than 4 P.M on 22 September 2003 Eastern Standard Time.
