Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR 13.5 and with the format in FAR 12.6, as supplemented with additional information included in this notice. FISC, Norfolk Naval Shipyard Annex intends to contract for one (1) Seawater Discharge Piping System associated with Drydock De-Watering to include material, testing and technical support IAW provided sketches and specifications. All pipe shall be Red Thread II ? All fittings shall be Green Thread. The construction of both shall consist of two corrosion resistant materials: Epoxy Resin and Glass Fiber Reinforcement designed for adhesive-bonded tapered fit and be unlined; (bell & spigot type joints). Service is seawater 100 PSIG at 110 degrees F. at 6,000 GPM. Piping to be 16.505 inch outside diameter and rated for 150 PSIG at 210 degrees F. Fittings shall have equal pressure & temperature ratings as the pipe. Fabricator shall provide material and fabricate as shown in detailed drawings. After fabrication, each assembly shall be cyclic pressure tested (30 minute intervals) at 150 PSIG for 2 hours. No leakage is allowed. Protective covering (pipe guard) shall be provided as shown in drawings and clamped in place with CRES hose clamps. Material is high density polyethylene. Technical and repair service with special tools will be required within 12 hours of notification for one year. THE DRAWINGS AND SPECS ARE AVAILABLE BY E-MAIL ONLY BY REQUEST AT rothermelrj@nnsy.navy.mil. The following provisions/clauses are applicable: FAR 52.212-1, 52.212-2 (Evaluation-Commercial Items (price and past performance are equally important in evaluation), 52-212-3, 52.212-4, 52.212-5 (11), (12), (13), (14), (15), (16), (21), and (23) apply. DFAR 252.212.7001 and DFAR 252.204-7004 .REQUIRED CENTRAL REGISTRATION apply to this acquisition. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Info can be obtained through internet at http://ccr.gov. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Offer shall be evaluated for fair and reasonable price, technical acceptability, adherence to applicable clauses, provisions, and satisfactory past performance. The Navy contractor evaluation system, Red/Yellow/Green Program will apply in the evaluation process. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. company letterhead, formal quote form, etc) but must include the following: 1) complete mailing/remittance address; 2) prompt payment discount; 3) anticipated delivery; 4) Taxpayer Identification Number; 5) All completed certifications as required as required herein.
