Description

The Federal Railroad Administration's (FRA) Office of Equipment & Operating Practices (OR&D) has a requirement to purchase a four axle locomotive in used condition for a research demonstration project. The locomotive shall be modified to accept a test hatch and new technology components to enhance operating safety and reliability. Key desired features for the locomotive are listed as follows: 645 16 cyl engine rebuilt recently or equivalent; 18kw AC auxiliary generator; EM2000 micorprocessor control system (current production version) or equivalent and a rebuilt compressor, turbocharger. Interested parties should furnish complete specifications for the locomotive and a brief history of recent use and upgrade/maintenance as part of their proposal submittal. Drawings and photographs in electronic format are also desired. This is a combined synopsis/solicitaton for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included herein. A firm fixed price type contract is anticipated. The following FAR provisions are applicable to this procurement: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. All responsible sources may submit a proposal for consideration by the FRA no later 4:30 pm on 23 September 2003.
