Description

The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) in Maine has a requirement for Natural Resources Inventory (NRI) Data Collection Services. The contractor shall perform services in an office environment at a site selected by the Contractor, but within a 90-mile radius of Bangor, Maine to facilitate training, meetings, and quality control activities. This requirement will fall under NAICS code 541370, which has a small business size standard of $4 million. The services are anticipated to be the equivalent of two full time positions. Award of a contract is anticipated in early November, and the performance period will begin within 15 days of award and continue through February 29, 2004. Major components of this work include: data collection and measurement through interpretation of large-scale aerial photography, hardcopy documentation of features on overlays, data entry into Computer Assisted Survey Instrument (CASI) software, and editing of previously submitted data. The lowest price technically acceptable selection process will be used with any resulting award being a firm fixed price performance based service contract. Firms will be evaluated based on the evaluation criteria listed in the request for proposal to determine technical acceptability. The solicitation will be unrestricted. The solicitation will be available on or about October 3, 2003, and can be downloaded from this web site. Hard copies of the solicitation document will not be available.
