Description
The U.S. Department of Housing and Urban Development (HUD) is in the process of issuing a Request for Quotations (RFQ) Number Q3C5AAC0056 in support of Public Indiana Housing. This procurement is for a fixed-price contract under the Federal Acquisition Regulations (FAR), Simplified Acquisition Procedures (SAP) not to exceed $100,000, to provide technical assistance to correct specific deficiencies in the Section 8 program at the Youngstown Metropolitan Housing Authority. Youngstown Metropolitan Housing Authority (YMHA) needs assistance to install operating processes, quality control oversight and the analytic and management control framework required to maintain production goals. Guidance is needed for staff to follow and for managers to use in managing staff regarding key Voucher operational functions. (A recent Rental Integrity Review found rent and income determination functions to be adequate.) The Objective is to develop policies and procedures for the Staff of the Section 8 Program to use. The Contractor shall develop policies and procedures for the staff of the Section 8 Program and then train personnel and help implement operating procedures and processes, quality control oversight, and the analytic and management control framework required in meeting production goals. The proposed Purchase Order is for the study to be completed within 270 days from date of award. This solicitation is set aside for small business concerns. The North American Industry Classification (NAICS) Code is 541611 and the size standard is 6.0 million average annual sales for the last three years (See Numbered Note 1).
