Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation document; a quotation is being requested and a written solicitation document will not be issued. Solicitation number F1A52232621700 is hereby issued as a Request for Proposal. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. This solicitation is Unrestricted and is under North American Industry Classification System Code 335312. To qualify as a small business for this acquisition, the size standard is 1,000 employees or less. Hurlburt Field intends to have a contractor furnish the following items, no substitutions or ?equal items? shall be considered: (0001) MEP 805B (30Kw generator), Manufacturer MEP II Electric, Inc., National Stock Number (NSN) 6115-01-274-7389, quantity 16; (0002) FDECU-5 (environmental controls units), Manufacturer Keco Industries, NSN 4120-01-449-0459, quantity 16; (0003) M-100 (electrical feeder system), Manufacturer Radian Inc., NSN 6115-01-208-9754), quantity 8; (0004) M-40 (electrical distribution system), Manufacturer Radian Inc., NSN 6150-01-307-9446, quantity 16; (0005) M-46 (electrical utility kits), Manufacturer Radian Inc., NSN 6150-01-208-9751; quantity 40. In accordance with FAR 52.212-1(h), The Government reserves the right to accept any item or group of items of an offer, and make multiple awards, unless the offeror specifies otherwise in the proposal. Please state number of days after receipt of order for delivery in your proposal. There are several places the items will be delivered to: Hurlburt Field Florida 32544; Kadena AB, Okinawa Japan; RAF Mildenhall, Suffolk England; and Dothan, Alabama. An Amendment to this solicitation will be issued to give a breakout for shipment of items to each location. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors - Commercial Items (JUL 2003) addenda to read FAR and DFAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. Proposals in response to this synopsis/solicitation may be submitted via email to Robert.Roberts@hurlburt.af.mil or via fax to (850) 884-5372 at or before 1600 (4:00 PM) Central Standard Time, 24 September 2003. It is the responsibility of the offeror to ensure receipt by either one of these methods. If Proposals are emailed a bilateral purchase order, requiring contractor signature shall be issued. Submit signed and dated quotations on company letterhead or quotation form. The Government reserves the right to evaluate quotations and award a contract without discussions with offerors. FAR 52.212-2 (Jan 1999), Evaluation-Commercial Items is included. Performance Price Tradeoff (PPT) procedures will be utilized to evaluate this solicitation for award. Technical Compliance will be rated as either acceptable or unacceptable. To be determined acceptable, the offered product must be the items required by Contract Line Items 0001 through 0005. Once the offer is determined Technically Acceptable, price and past performance shall be considered. Both factors considered, past performance shall be approximately equal to price. Each offeror should include with the proposal, recent and relevant information for similar contracts performed within the past 3 years. Information should include: point of contact with phone number and FAX number, dollar amount of award and contract number. Each offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (Jun 2003) and 252.212-7000 Offeror Representations and Certification-Commercial Items (Nov 1995) with the quotation. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2002), applies to this acquisition with the following addendum: DFARS 252.204-7004, Required Central Contractor Registration (Nov 2001).
