- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice (SEE ATTACHED STATEMENT OF WORK). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This purchase request (PR) will be issued as a request for quotation (RFQ) under the following PR number F5000032650500. This PR and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2001-15. (iv) This acquisition is a 100% set-aside for small businesses in regards to size standards. The Standard Industrial Classification code is 5731 with a small business size standard of $7,500,000. The quote should include any applicable shipping costs. Delivery will be FOB Destination to Hickam AFB, Hawaii 96853. Desired delivery date is 1 October 2003. The provision at 52.212-1, Instructions to Offers?Commercial, applies to this acquisition. A firm fixed-price purchase order will be awarded to the offeror that provides the best value based on price and delivery in accordance with the statement of work. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items, must be provided with each offer. The clause at 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition without addenda. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders?Commercial items, applies to this acquisition. The following cited additional FAR and DFARS clauses are applicable to this solicitation: 252.204-7004, Required Central Contractor Registrations. *NOTE: Quotations will be accepted if you are showing up in the Central Contractor Registration database. Award can only be made if registration status is current. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. The following additional clauses of paragraphs (a) and (b) are incorporated: 252.232-7003, Electronic Submission of Payment Requests. FAR Clause 52.252-1, Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the list of provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer.
