- NAICS Code: 541620 This Pre-Solicitation Notice is NOT a Request for Quotation (RFQ). Any submission by an interested candidate will NOT be looked at by the EPA at this time. The North American Industry Classification System (NAICS) code is 541620. The United States Environmental Protection Agency (EPA) has a requirement to provide the National Center for Environmental Research (NCER), Office of Research and Development (ORD) with Student Services. The Fiscal Year 2003 Consolidated Appropriations Resolution authorized ORD to acquire personal services through temporary or intermittent student services. Only Recent Graduates (graduated within one year) who have completed a Ph.D. program at an accredited college/university, in environmental/ecological sciences/marine studies may apply. The applicant must be at least 18 years of age. The student shall be subject to a background check, FBI fingerprint check, and a suitability determination by the EPA. The student shall sign and date the Student Acknowledgment of Special Terms before work under the contract commences. The student contractor shall register with the Central Contractor Registration (CCR) and Dun & Bradstreet (DUNS). Registration for CCR may be done at http://www.ccr.gov ; registration for DUNS may be done at http://www.dnb.com/eupdte. The resultant contract will require student services to assist with ecological research studies.. Tasks under the Statement of Work include evaluating/summarizing results from research projects on ecological indicators, risks to ecosystems/marine environments, topical research, and state of science reports. The anticipated contract will be Firm Fixed Price. The hourly rate is commensurate with the level of education and experience; the rate for a recent Ph.D. graduate is anticipated to be $29.92 per hour. The student contractor shall be responsible for paying all Federal, State, and Local taxes, Social Security taxes, Medicare, and all other applicable taxes. The anticipated period of performance will be 11/03/2003 to 11/30/2004, with a possible extension of another 12 months. The Request for Quotation (RFQ) will be posted on the Internet on or about October 10, 2003. Quotes shall be due approximately Seven (7) days after the RFQ issuance date. This procurement will be restricted to Recent Graduates only.
