- NA SFAE-CSS-LT 01 Oct 2003 To Whom It May Concern: The Tank-automotive and Armaments Command (TACOM) has issued this -Sources Sought Market Survey- to identify contractors who are interested in developing a High Mobility Multipurpose Wheeled Vehicle (HMMWV) Armor Protection Kit (APK). This market survey is for information and planning purposes only, it does not constitute a request for proposal, and it is not to be construed as a commitment by TACOM. All interested companies, regardless of size, are encouraged to respond. It is anticipated that TACOM will issue a solicitation (in the future) for the development, testing and production of a HMMWV APK. It is anticipated that the competing contractor's proposals will be evaluated using a paper down-select combined with evalua tion of bid samples. It is anticipated that the Government after the down-select will provide 2 to 4 HMMWV's for integration of the HMMWV APK for delivery to Aberdeen Proving Grounds to undergo ballistic and blast testing. Three areas of protection are being considered, Overhead Fragmentation Crew Protection, Blast Protection, and Ballisic Crew Protection. All portions of these enclosures are subject to change at any time and are in no way binding on the Government and are not to be considered as final, established requirements. These enclosures are furnished for information purposes only with the understan ding that the Government is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the data set forth in these enclosures. The Government is not requesting any interested or potential suppliers to incur any expe nses of any kind in connection with their review of the enclosures or their response to this survey. Nothing contained herein should be regarded as basis upon which to seek payment, reimbursement or other consideration from the Government. This letter is not intended as a solicitation of any proposal and submissions of an -unsolicited proposal- based on subject enclosures will not be given consideration. Sincerely, Mary Rehm Contracting Officer __________________________________ MARKET SURVEY QUESTIONS High Mobility Multipurpose Wheeled Vehicle (HMMWV): Armor Protection Kit 1. Supplier name, address, phone number, POC information (name, phone, e-mail) and, if applicable, CAGE code. 2. Identify which of the three areas (Overhead Fragmentation, Blast, and Ballistic) of protection your company can accommodate with a non-developmental item (NDI) or Commercial Off-the-Shelf (COTS) product. Identify armor style, model number, and name as appropriate. 3. Indicate the level of protection, with respect to the three protection areas, provided by your company??????s armoring system. 4. Provide a cost for the three areas of protection (as applicable) for the two-man and four-man HMMWV cab. As a reference point use quantities of 100, 1000, and your economic quantity. 5. Specify the weight (lb/ft2) for each model of armor you are capable of providing. 6. Identify/describe the method for applying your armoring system (peel-n-stick, velcro, bolt-on/bolt-off, etc.). 7. Which product features have been verified? Provide information in terms of location, date, and verification method. 8. Describe/detail the amount of modi fication the HMMWV (998, 1025, and 1097) would need to undergo in order to accommodate your armoring system? 9. How much experience do you have in integrating your armor into an existing system? Please elaborate. 10. Have you previously integrated you armor into/onto a HMMWV or other tactical vehicle? Describe your previous experience. 11. Detail the enhancements you could make if you had 3 months to modify your COTS or NDI solution? In terms of dollars, what is the rough order of magnitude (ROM) of such an effort? How does this effect question 4 above?
