Description

NA The Government requires a Manufacturer of the V-4 Appliqu???? Computers, and related hardware Support Services, as a part of the Force Twenty-One, Battle Command, Brigade and Below (FBCB2) System. The government intends to acquire approximately 1,000 to 3 ,500 Appliqu???? computers per year, and the related hardware support services such as acceptance testing, software loading and maintenance of these systems. Offerors may view a detailed description of the computer specification, as an attachment located o n the IBOP website https://abop.monmouth.army.mil entitled: V4 Performance Specification FBCB2-V4-0001, V3.1b dated 02 October 2003. The V-4 Appliqu???? computer is a ruggedized computer system, which consists of a CPU Unit, a display unit, a removable Hard Disk Drive and detachable Keyboard unit. The CPU should contain a current year technology processor, a minimum of 512 MB of RAM, m inimum 40 GB removable Hard Drive and a full complement of I/O ports and interfaces. The display unit is a minimum of 256 color LCD, with a minimum 800 x 600 pixel resolution. The display has an internal touch-screen capability, and is fully sunlight rea dable in bright sunshine, with brightness level that is gradually adjustable from full brightness to total blackout conditions for nighttime operations. The Keyboard unit uses a standard 84 key QWERTY layout, which is hot pluggable into the Display unit. It also incorporates backlight of keys, which provides the user a range of brightness adjustments and full blackout capabilities. The computer system must be capable of running the Solaris X.86 version 8.0 operating system, the Linux 6.4 and the current version of the FBCB2 ap plication software version. The Government Points of Contact (POCs) are: Major Michael Martyn, 732-427-8457 and Mr. Joseph Hill, 732-427-2862. This acquisition for the PM Force Twenty-One, Battle Command, Brigade and Below (FBCB2) is to continue the ongoing Low Rate Initial Production (LRIP) effort, to continue to implement the Army's objective of digitizing the battlefield, and is expected to tr ansition under the same contract vehicle to become the Full Rate Production (FRP) contract for the program. This procurement is subject to limited competition and it is anticipated that the award will be made to one of two current producers, DRS and L-3. The current producers of computers are L-3, located in San Diego, California and DRS, located in Palm Bay, Florida; both are c urrent subcontractors to the FBCB2 prime contractor. The contract will be an IDIQ contract, with an initial ordering period base year and four option years, spanning from year 2004-2008. The contract type is expected to be a Firm Fixed Price (FFP) contract for the hardware, with a Time & Materials (T&M) portion for selected hardware, support services and tasks. Cost reporting will be required on this effort. This contract will be awarded to the computer manufacturer, who will take the most current version of Government Furnished Equipment (GFE) FBCB2 software, load it onto produced computer hardware, and perform the support services as required in support of h ardware production and delivery. The source of computer hardware must use the government performance specification, complete a first article qualification and reliability test, and provide supporting test data prior to a source selection. Award for this limited competition is anticipated by March 2004, with initial deliveries of computer hardware starting 22 weeks after contract award. Delivery schedules will be established yearly, with acceptance testing to be an in-plant test requirement. Respondents should specifically address their capability to provide all the above-mentioned hardware, test data, cost reporting and support services.
