Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being requested and a written solicitation will not be issued. Request for Quote (RFQ) 0029715 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The Standard Industrial Code is 7389, (NAICS code is 519190) with a business standard of 500 employees. This contract action will result in a Firm Fixed Price Contract, for a base year and four (4) one-year option periods. The contractor shall provide FBI officials with daily briefings written by human news analysts, trained on the FBI's mission. The analysts shall gather the full text of the current news relevant to include but not limited to: Counterterrorism, Counterintelligence, Criminal Investigations, International Relations, Employment, Finance, Laboratory, Law Enforcement Services, evaluate the usefulness of each piece of information in each article and transcript, edit out duplicate and otherwise non-relevant, non-critical information, use only the remaining unique and highly relevant information from each news report to write new stories for the briefings to include a broad, yet concise, overview of major national news of interest to high level government decision makers, and organize it all by subject matter, including interactive index. Each briefing shall be delivered in the form of a single, concise, cohesive document drawn from national and local television, newspapers, news wires, internet news sites, magazines and speciality press. The briefings shall be current, drawn from that morning's news sources, coverage from weekly magazines shall be included in the Monday-morning briefing. Contractor shall provide hypertext links to the full-text of the articles referenced in the briefing, when publicly available. Contractor shall deliver daily by 7:00 am, EST, Monday through Friday (including editions for Saturdays/Sundays and holidays delivered on the next business workday) observing the following legal holidays: New Year's Day, Martin Luther King's Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, Christmas Day, and Inauguration Day (when applicable), news briefings by a vendor-hosted web site made available through IP recognition and email in MSWord and/or Adobe Acrobat format enabling the FBI and the Department of Justice to use the briefings internally to post on their intranet site. The FBI and the Department of Justice shall have rights to archive the daily briefings indefinitely by their employees, redistribution to non-FBI or non Department of Justice employees, to include but not limited to other contractors or vendors, shall need prior permission from Bulletin News Network. Contractor shall demonstrate proven ability to provide such service, providing a minimum of three (3) past performance references from federal, state or local government entities that generate a significant volume of news. Contractor shall also produce a real-time, FBI-focused sample of its work in advance of award. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received within fifteen (15) days after date of publications of this synopsis will be considered by the Government. The following clause and provisions are incorporated by reference and apply to this acquisition: FAR provision 52.212-1 Instructions to Offerors - Commercial Items (October 2000); Offerors may download the RFQ by accessing the FedBizOpps website at www.fedbizopps.gov; FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2002); Far Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2001); 52.217-9 Option to Extend the Term of the Contract (Mar 2000). Each offeror shall include a completed copy of the FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items (July 2002). FOB Destination Washington, DC 20535 -- Responses shall be submitted to the address listed above no later than 4:00 pm, EST, November 18, 2003, and be clearly marked with RFQ 0029715. Due to security requirements, Federal Express, D.H.L., ECT., deliveries for the FBI Headquarters facility are now received at an off-site location. Therefore, the normal response time of 15 days has been extended to 20 days. If your response is not received by the date/time and at the location specified in the announcement, it will not be considered. Award to be made within a week after closing.
