Description

NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and a written solicitation will not be issued. We have a requirement for Crystal Controlled Oscillators for portable and airborne applications with a very rapid warm-up time and low power consumption. The Oscillators must meet the requ irements of Rockwell International Corp., drawing 277-0599 Rev. M and 277-0672 Rev. J. These drawings are available on our web site at http://www.wsmr.army.mil/docpage/pages/sol_stat.htm. Our requirement is for part number 277-0599-010 with and without nuclear hardness (oscillator level) and radiation hardness (component level). The nuclear radiation requirements are found in Para. 3.3.5 and 3.3.6 of each drawing. We also require part number 277-0672-010 without nuclear hardness. The contractor selec ted will first build five units of each part number for qualification testing. Units may be qualified by similarity for mechanical and environmental testing. Part Number 277-0599-010 will be tested at Robins Air Force Base, Warner Robins, Georgia and Par t Number 277-0672-010 will be tested at Tobyhanna Army Depot, Tobyhanna, Pennsylvania. Our representatives at each of these facilities will perform final qualification acceptance application testing. You may witness this testing. This testing will cons ist of physically installing the qualification unit into a known good GPS receiver and conducting electrical tests per the depot requirements. Testing to be conducted in two days, schedule to be determined by the Government facility. You will be given a minimum of one-week notice prior to actual test date. You have the option of designing and furnishing a repairable unit but this is not mandatory. This requirement is set-aside 100% for small businesses. The North American Industrial Classifications System Code is 334419 with a small business size standard of 500 employees. The following provisions are applicable to this solicitation: FAR 212-1, FAR 52,212-2, FAR 52,212-3. The following clauses are applicable to the resultant contract. FAR 52,212- 4, FAR 52,212-5, FAR 52.216-18, 52.216-19, FAR 52.216-22. Full text of these provisions and clauses may be found at http://farsite.hill.af.mil/VFDRARA.HTM. The fill-in versions of provision 52.212-2 and clauses 52.212-5, 52.216-18, 19 and 22 may be found at our webpage cited above. Award will be made the contractor whose proposal is determined to be the most advantageous using the criteria in FAR 52.212-2. We anticipate awarding an indefinite delivery indefinite quantity (IDIQ) contract with an estimate d quantity of 500 for each part number over the next five years and a quaranteed minimum of 50 per part number. The IDIQ part of the contract will not be exercised until the successful completion of the qualification testing. The line item structure to be bid can also be found at on our webpage.
