Description
The Naval Undersea Warfare Center Division Keyport is soliciting for welding and machine maintenance services to be performed in Hawthorne, Nevada. These services are required to support annual production requirements for Underwater Mines DEPOT, Demilitarization and Battery Reclamation. The services will be in the form of fixed and mobile ARC, Helia ARC, MIG and Tig welding. Mobile and fixed light manufacturing and some onsite engineering design support. The majority of services will be in support of the Battery Reclamation Facility production requirements. The production requirements are determined by the Code of Federal Regulations #40 (40CFR). Welding and Machine services are required on an average of once per year to repair equipment or tools used for DEPOT support. The Demilitarization of materials is required to support fleet annual disposal requirements. Welding and Mac hine services are required on an average of once per year to design and manufacture various jigs to support material destruction in accordance with DOD 4160-21-M-1 Defense Demilitarization Manual. The batteries processed may contain some or all of the following hazardous materials: Mercury, Cadmium, KOH, Zinc, Silver Oxide, Various battery electrolytes. Personnel performing on or off site Machine and Welding services have the potential to be exposed to these materials. Consequently, the contractor has to have had Hazardous Waste Operations and Emergency Response (HAZWOPER) training. The contractor will have to be able to enter a military base. This procurement will be solicited and awarded as an Indefinite Delivery, Indefinite Quantity contract for a base ordering period of one year, with four one-year option periods. The estimated quantities are 850 hours for Non-Emergen t work and 166 hours for Emergent work per year. Delivery is required as follows: For emergent services the response time shall be within twelve hours. For Non-emergent services the response shall be within two days. Repair, manufacture, or design completion must be completed within thirty days. FOB Destination. Inspection and Acceptance at Destination. The applicable NAICS Code for this requirement is 811310 and a size standard of $6,000,000. It is anticipated that the solicitation will be issued by 14 Nov 03. The closing date of the solicitation will be 26 Nov 03, unless a later date is specified in the solicitation. This requirement will be procured under FAR Part 12. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil and on the Keyport Acquisition homepage at http://kpt-eco.kpt.nuwc.navy.mil. Offerors wishing to submit a quote are responsible for downloading their own copy of the RFQ from this website and to frequently monitor the site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to JerdeJM@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO or Keyport websites. The offeror must have a current registration in the DoD Central Contractor Registration database (http://www.ccr.gov ). Any questions should be submitted in writing via the fax number provided above or e-mailed to JerdeJM@kpt.nuwc.navy.mil. No bidders list will be maintained by this office. No paper copies of the RFQ / amendments will be mailed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your off er nonresponsive and result in rejection of the same.
