Description
NAICS Code: 541511 In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Sensors, Inc. to provide an upgrade of their proprietary Semtech Unit Software with Unlimited Licenses. EPA has eleven (11) Semtech On-Vehicle Emissions Measurement Units. Laptop computers are used in controlling and configuring the Semtech units to provide a wide variety of tests. EPA would like to procure software and eleven (11) unlimited software licenses to control and configure the Semtech units proprietary software via a Personal Digital Assistant (PDA). The new software will also need to be integrated into the existing laptop computers. The PDA capability will make it easier to control the Semtech units from a remote location, even after it is installed on a vehicle. EPA also needs this capability to reduce the size and weight of the control interface and make data easier to read in bright sunlight where a laptop screen has proven to be difficult to read. The applicable NAICS Code is 541511 with a size standard of $21 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Docuementation must be received by November 14, 2003 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
