Description
Air Force Research Laboratory, Rome Research Site, Information Directorate (AFRL/IF) is soliciting proposals for a thirty-six (36) month effort focused on supporting Air Force mission to maintain and improve DoD Intelligence capabilities. This effort will provide system engineering, software engineering, integration management and configuration management support to Department of Defense Intelligence Information System (DoDIIS) and the US Intelligence Community worldwide. The approach is to provide analysis, design, development, integration management, system and network administration/operation and testing to support the maintenance and evaluation of existing systems and to new development systems, and the generation of technical documentation detailing the above activities. In the course of performance, personnel will interface with various agencies in the Washington DC area through visits and electronic means, and technical visits will take place at various DoDIIS and U.S. Intelligence Community sites worldwide. Personnel will also provide technical support to AFRL/IFE to assist in the analysis, design, development, integration, testing and evaluation of DoDIIS Migration Systems and provide support to US Intelligence Community activities. An Indefinite Delivery Indefinite Quantity type contract with a period of performance of 36 months is anticipated. The NAIC Code for this requirement is 541710. Technical Read Library contains data that is export controlled; therefore, will only be distributed to those who submit an approved DD Form 2345 and a letter from the data custodian (cited on the DD Form 2345) that the recipient can receive the data. It will be distributed via CD to offerors who have submitted the appropriate documentation. Any questions, prior to release of the RFP, relating to the technical read library should be communicated to Mr. Melvin G. Manor, Jr., 315/330-3304, Melvin.Manor@rl.af.mil or Mr. Dennis O. Jones, 315/330-4489, Dennis.Jones@rl.af.mil after release of RFP should be communicated directly to the Contract Specialist, Kathleen A. Woodard, 315/330-7529, Kathleen.Woodard@rl.af.mil. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. Foreign participation is excluded at the prime contractor level. For performances purposes only, interested parties are advised that to perform this acquisition, the successful offeror is required to have Top Secret SCI Facilities of at least 2000 square feet (with JWICS connectivity and Safeguarding) and 110 Top Secret SCI clearances of which 70% will be at AFRL IF, Rome NY. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Scope/Sample Order ?Order Description or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contract Specialist, Kathleen A. Woodard, 315/330-7529. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Linda W. Reed, Deputy Chief, Contracting Division, at 315/330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. The solicitation is expected to be released on or around 26Nov 2003. The Contract Specialist will update this list on the FedBizOpps along with the solicitation to facilitate subcontracting and teaming opportunities only. Small businesses are hereby encouraged to consider forming joint ventures or teaming arrangements as a means of satisfying RFP requirements. Offerors registering their name either on the FedBizOpps or with the Contract Specialist should not conclude that they will receive a paper copy of the solicitation in the mail. Paper copies will not be available. The solicitation and any amendments thereto will only be available by downloading the documents from the FedBizOpps.
