Description
NA This solicitation is unrestricted. Estimated cost of construction is $1,000,000.00 to $5,000,000.00. The NAICS Code assigned is 237990 with a Size Standard of $28,500,000.00. Construction completion is 270 calendar days. Work consists of Design/Build M arina/Shoreline Improvements, Bolling AFB, Washington, D.C. Work includes demolition, regrading and replacement of the existing boat ramp and apron with a longer, shallower boat ramp; riprap stabilization of the eroding shoreline; and landscaping upgrades . Work also includes replacement of select boat slips and include utility pedestal additions and associated utility improvements, and replacement of an existing timber bulkhead with a steel sheetpile bulkhead. This procurement will be advertised as a Requ est for Proposal and will be evaluated for Best Value for award of the project. The evaluation criteria will be in the solicitation package. All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms are required to submit a subcontracting plan at the time for receipt of their proposals.. The subcontracting goals are 60% for small business, 20% for small disadvantaged business, 10% for women owned small business, 3% for Hubzone small businesses and 3% for veteran-owned and 3% for service disabled veteran-owned small businesses. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. THIS SOLICITATION WILL BE PROVIDED IN AN ELECTRONIC FORMAT, FREE OF CHARGE, TO ALL REGISTERED PLAN HOLDERS. THE MEDIA THROUGH WHICH THE GOVERNMENT CHOOSES TO ISSUE THIS SOLICITATION WILL BE ON THE WEB SITE; THIS SOLICITATION WILL NOT BE ISSUED IN PAPER. CONTRACTORS MAY VIEW AND/OR DOWNLOAD SOLICITATION INFORMATION FROM THE INTERNET AT HTTPS://EBS.NAB.USACE.ARMY.MIL. ALL CONTRACTORS MUST GO TO THIS WEB SITE TO REGISTER AS A PLAN HOLDER. IN ORDER TO REGISTER EACH CONTRACTOR MUST HAVE A VALID DUN & BRADSTREET NUMBER AND CAGE CODE NUMBER ASSIGNED FOR THE SPECIFIC LOCATION BEING REGISTERED AND ALSO BE REGISTERED IN THE CENTRAL CONTRACTOR DATABASE. EACH CONTRACTOR NEED ONLY REGISTER ONCE FOR EACH SOLICITATION. ONLY REGISTERED PLAN HOLDERS WILL BE PROVIDED THE SOLICITATION. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the particular Contract Specialist for the pa rticular project. All deliveries, packages, etc. of more than one box or container must be bound together by tape or other means. The solicitation is scheduled to be issued on or about 19 November 2003 with proposals due on or about 23 December 2003.
