- Q?The Aberdeen Area Indian Health Service is soliciting offers from interested providers or firms to provide emergency room physicians for 24hour/7 day per week coverage of the emergency room at Cass Lake, Minnesota, Service Unit of the Bemidji Area Indian Health Service. The contract shall be a non-personal health care services contract under which the contractor is an independent contractor and which shall allow the Government to evaluate the quality of professional and administrative services provided, but retains no control over the medical, professional aspects of the services rendered, (e.g. professional judgments, diagnosis for specific medical treatment). The Contractor shall indemnify the Government for any liability producing act or omission by the contractor, its employees and agents occurring during contract performance. Contractor must provide: q Medical liability insurance, in the coverage amount acceptable to the Contracting Officer, which is not less than the amount normally prevailing within the local community for the medical specialty concerned. q Assistance to the Clinical Director in setting up and maintaining a quality assurance program for the emergency department. This may include on or off site chart reviews. q Completed applications for medical staff privileges for each physician including all required supporting materials at least 30 days prior to scheduling. Rare exceptions may be made for unanticipated staffing emergencies. Contractor must provide physicians who: q Are board certified or eligible, by the American Board of Emergency Medicine, Family Practice, Internal Medicine (with knowledge in Pediatric emergencies), or Pediatrics) with knowledge in adult emergencies). q Hold current Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Advanced Trauma Life Support (ATLS) certification. q Meet all credentialing and privileging requirements outlined in the Medical Staff and Governing Board By-laws, policies and procedures. q Comply with all Cass Lake Indian Hospital bylaws, rules, regulations, policies and procedures including those that limit the number of continuous duty hours, (currently at 36 hours, likely to be changed to 24 hours), and cover the timely and accurate completion of medical records. q The clinical director reserves the right to decline any candidate without formal privileging action by the medical staff. The period of performance will be for (1) one base year, and four (4) option years. Contract performance will start on January 1, 2004. The Government will reserve the right to exercise the option years. RFP No. 04-02 will tentatively be released on November 24, 2003, and the deadline for submission of offers is tentatively scheduled for December 24. 2003.
