- The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to issue an unrestricted solicitation for a firm fixed price, indefinite delivery-indefinite quantity type contract for planning yard services at Boston, MA. The services to be provided are as follows: Provide Workload Coordination; Provide Naval Architectural and Marine Engineering Services for Ship Alteration/Craft Alteration Development and Installation Support; Develop and/or Maintain and Distribute Ship?s Selected Records; Provide Engineering and Technical Support; Provide On-Site Representative Services; Provide Liaison Action Record Services; Provide Material and Installation Support; Track and Report Stability Status for All Planning Yard Ships and Craft; Provide Configuration Data Management Services; Participate in Conferences and Meetings; Provide Administrative Services; Perform Financial and B udget Management; Provide Information Technology Support; Function as Technical Manual Maintenance Activity for Assigned LCAC Technical Manuals. The Boston Planning Yard (BPY) is located in Boston, Massachusetts, and is under the authority and direction of the Commander, Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF), Bremerton, Washington, and the Commander, Naval Sea Systems Command (NSSC), Washington, DC. BPY provides Expanded Planning Yard (EPY) services for Amphibious Transport Ships, Amphibious Command Ships, Auxiliary Command Ships, Special Warfare ships, Service Craft, Combatant Craft and Air Cushion Landing Craft in response to tasking from Naval Sea Systems Command, Program Managers and Fleet Commanders. This solicitation is part of a Government cost comparison to determine whether accomplishing the specified work under contract or by Gover nment performance is more economical. If Government performance is determined to be more economical, this solicitation will be cancelled and no contract will be awarded. It is anticipated that the official RFP will be issued on or about 12/4/03. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil. All contractors must be registered in the Central Contractor Registration. The NAICS code for this requirement is 541330.
