Description

Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston, intends to negotiate, on a sole-source basis, with Jaycor, 9775 Towne Centre Drive, San Diego, California 92121 for additional research and development of the Personal Health Status Monitor (PHSM) designed by Jaycor who holds all preparatory rights to this product, under Solicitation N65236-03-R-0492. The objective of this effort is to dramatically improve the sensor?s performance. The contractor will improve sensor performance via hardware and software modification. Specific efforts will include the investigation of a new sensor head design, possibly changing to multiple heads and re-engineering to dramatically improve ?survival? or ?tamper resistance? in a jail cell environment. Improvement to the algorithms will be vital to the program and will be support by the contractor. The contractor will be responsible for leverage analysis performed in past effort and develop new algorithms to improve the score and lower false alarm rate of existing recorded data. Through in-house testing programs, the contractor will improve the sensor, hardware and software performance. The contractor will be required to test breadboard and ?field ready? test equipment, prior to testing at the correctional institution. An Indefinite Delivery, Indefinite Quantity Cost Plus Fixed Fee (CPF) type contract is anticipated. The effort includes a base year and one option year. Approximately 3600 man-hours per year, plus materials and equipment, and travel are anticipated. This notice of intent is NOT a request for competitive proposals. The applicable NAICS Code is 541330 and FSC Code 8731 applies. The anticipated period of performance will be approximately one year.
