- The National Risk Management Laboratory (NRMRL), located in Cincinnati, Ohio, intends to acquire, on a competitive basis, on-site operations support services at EPA's Cincinnati Test and Evaluation (T & E) Facility. The T&E Facility specializes in liquid municipal and industrial wastewater treatment technologies and research in solid and hazardous waste treatment. Bench and pilot plant-scale research and development and small-scale demonstrations are being undertaken in both liquid and solid media. Sample and waste matrices such as air, soils, sediments, residuals, debris, and sludges may also be used in on-site and on-site related field-scale studies. As requested in task orders, the contractor shall provide labor and services for the design, fabrication, and operation of bench and pilot scale water and wastewater treatment and other specified experiments at the facility. Contractor personnel shall provide support including design, engineering, fabrication, assembly, project supervision, operation, sampling, analytical support, data analysis, and other activities which may be necessary to take an experiment from conception to completion and draft report preparation. This requirement is a re-compete of contract 68-C-99-211. The solicitation will be issued using full and open competition. EPA anticipates the award of a Cost Plus Fixed Fee, Level of Effort (LOE), term type contract by June 1, 2004. The contract will have a base period of 12 months plus four, 12-month option periods. The base LOE for each period is about 60,000 hours. The total potential LOE for the entire contract, including all options years, is about 300,000 hours. Solicitation No. PR-CI-04-10068 is expected to be issued around December 15 and close 30 days thereafter. It will be available on the Internet at www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the web site. Hard copies will not be distributed. It is the responsibility of potential offerors to frequently check the site for amendments. All responsible sources may submit a proposal which will be considered by EPA. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiation. The applicable NAICS code is 541710.
