- Description
- The U.S. Coast Guard YARD has a requirement for engineering services that will require a contractor to perform various electronic design and analysis tasks for new installations on board U.S. Coast Guard cutters. Tasks may include, but will not be limited to, creating detailed electronic system design drawings for shipboard applications; including generation of schematic wiring diagrams, cable running lists, wire lists, system block diagrams and electronic packaging drawings. Work shall be performed at the U.S. Coast Guard YARD located at 2401 Hawkins Point Road, Baltimore, Maryland 21226. The Coast Guard YARD, for performance under the resulting contract, shall provide a workstation with access to AutoCAD 2002. Provisions may be made for some work to be performed off-site at the discretion of the Government. The individual(s) performing the work scope shall meet the following minimum mandatory requirements: Experience: At least ten (10) years experience performing detailed electronic and electronic packaging design and analysis tasks for shipboard applications. Education: Bachelor?s degree in engineering or related field from an accredited institution. Contractor shall also have a detailed knowledge of all applicable Coast Guard specifications and standard relating to shipboard electronic systems design and installation including IEEE-45, MIL-STD 1680, MIL-STD 1310, and CFR-46, and posses a detailed working knowledge of at least six (6) of the following electronic systems as implemented on the existing fleet of U.S. Coast Guard cutters; 1) Shipboard Command and Control System (110?, 210?, 270? and 378? platforms); 2) SPS ? 73 RADAR System; 3) Differential GPS systems (all classes); 4) INMARSAT B/C/mini-m (110? and up); 5) Secure Communications System (all classes); 6) Interior Communications Systems 21MC/1MC (all classes); 7) Scanning SONARS (175? and up); and 8) ESM/ECM. It is intended to award a requirements type contract for a period not to exceed one (1) year. Performance tasks shall be issued and negotiated on individual delivery orders. The Request for Quotation (RFQ) shall be issued via Federal Business Opportunities (FedBizOpps) at www.eps.gov. Hard copies of the Request for Proposal will not be issued. It is incumbent upon contractors to monitor the EPS systems for solicitation release and all subsequent amendments. The date and time for receipt of proposals shall be specified in the Request for Quotation. The applicable North American Industry Classification (NAICS) Code is 541330 and the size standard is $4.0 Million. All responsible sources may submit an offer, which will be considered by the agency. See Numbered Notes 1 and 12.
