The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. PERIOD OF PERFORMANCE: January 2004-January 2005 PLACE OF PERFORMANCE: Washington DC JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES A.1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Organizational Location: The position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Resource Management, Program Assistance and Evaluation Division (INL/RM/PA&E). Primary Purpose: This position serves as senior Security Specialist, and is designed for an incumbent who functions under a personal services contract. The incumbent is INL?s expert on the full range of security responsibilities, including the development of a comprehensive Bureau security program for protecting information, personnel, property, facilities, operations and material. Background: INL has responsibility for the development of policies and the management of programs to combat international narcotics and crime, and is headed by an Assistant Secretary, three Deputy Assistant Secretaries, a Controller/Executive Director, and five Office Directors. In overseas missions, the Bureau is represented by Narcotics Affairs Sections (NASs) and Coordinators for Narcotics Affairs (NARCORs). The Executive Director/Controller develops and directs the management of the financial resources of the Bureau (over $1 billion annually), including responsibility for the development and execution of INL?s budget and the administration of all of the Bureau?s international narcotics control and law enforcement programs. INL/RM supports not only the INL employees physically located in Washington, DC, but INL staff at Patrick AFB, Florida, the 50+ NAS/NARCORs, and a number of civilian police operations around the world. Within the Office, the PA&E Division provides expert administrative, physical/personnel/information security, human resources, analytical, and program support to all of the Bureau?s operations. The incumbent reports to the Division Chief, and may be required to work directly with other more senior level officers within the Bureau when he/she is managing high-level, high-visibility projects. Duties: The Security Specialist provides in-depth subject matter expertise to staff at all levels, ensuring that Bureau personnel, both domestic and overseas, federal and contract employees, are fully aware of and in compliance with security regulations and procedures. The incumbent: ? serves as the Bureau?s highest technical authority on all aspects of security issues related to INL sponsored/directed activities in support of counternarcotics, anticrime, and/or civilian policing activities within the US and at overseas facilities, including such areas as Iraq and Afghanistan; ? provides authoritative advice and guidance to all levels of management on these issues, and is responsible for the day-to-day operation and management of the security program; ? develops security policy and programs, and implements or oversees implementation of policies, procedures, standards, training, and methods for identifying needs and protecting property, personnel, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage or loss; ? designs, develops, evaluates and, on occasion, installs protection systems and devices to insure that sensitive information, equipment, and other material is not compromised sabotaged, stolen, misused, or subjected to malicious mischief, or acts of terrorism; ? develops an effective personnel security program within the Bureau, including evaluation of the sensitivity determination for each position, as described by management based on need-to-know principles; determines national security or agency information access requirements; and reviews requests for security clearances and special accesses, interviewing applicants when special circumstances dictate the need for such action; ? develops, implements and monitors policies, instructions, procedures, control systems, and methods with respect to the classification and protection of classified national defense and other sensitive information originated or controlled by the Bureau; performs oversight reviews to monitor program implementation and practices within the organization; consults with appropriate officials to determine whether a proposed classification level is too high or too low and whether adjustments are required in control and storage plans; ? plans and budgets projects to ensure the safety and security of the Bureau?s various installations and/or personnel, as appropriate; directs and monitors the execution of the project, ensuring that systems are properly designed and that the appropriate equipment is procured; ? coordinates the various design and construction activities necessary to accomplish the installation or modification, anticipating, identifying and resolving any problems and concerns that may affect the timely completion of the project; assures that the final system operates correctly; ? coordinates work with various organizational units within the Office, the Department, particularly Diplomatic Security (DS), and with commercial vendors, contractors, landlords and other government agencies, directing/overseeing the work of others who may be assigned to projects for which he/she has overall responsibility; ? conducts surveys and anlyses to identify how critical and vulnerable facilities or sites are and threats against them, consulting with operating personnel and other DS security specialists, as required, to devise protection systems which provide maximum security with the least interferences in the Bureau?s mission; ? consults and advises DS in determining the scope of the work that is needed and to gather other information to develop the project plan; prepares a summary of the full range of security requirements for an effective Bureau-wide program, including its costs, for the Bureau senior managers, presents the program to these individuals, responding to their questions and specific concerns; keeps supervisor and other managers advised of the status of projects; ? makes recommendations, drafting written justification when needed, to DS with respect to protective staff needed, particularly at those facilities physically located outside of the Main State facility; ? develops statements of work for bid packages on all security equipment to be included in the RFP in coordination with DS specialists and other appropriate officials within and outside the Bureau for any construction and/or installation work to be contracted with outside firms; ? represents the Bureau in meetings with DS, other agencies or interagency groups as a technical representative on security programs/systems, such as interagency security committees dealing with technical security countermeasures and personnel, physical and information security issues, training and counterintelligence groups concerned with terrorism, residential security policy, protection of classified materials in high-risk locations, etc; ? directs projects, analyses, or studies as appropriate to improve physical and personnel security programs, both those located in domestic offices and overseas; regularly reviews the Bureau?s record in these areas, recommending changes in programs/projects when warranted to improve INL?s overall safety and security. II. Qualification Requirements: The position requires the possession of the following knowledge, skills and abilities: 1. Comprehensive knowledge of general security administration programs and policy requirements in order to function as the Bureau?s senior technical authority in assignments requiring the application of existing policies/programs, and/or new theories and developments, to ensure implementation and oversight of policies, procedures, and training for protection of property, personnel, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage or loss; 2. Mastery of security specialty areas, i.e. personnel, physical and information security, in order to ensure the development, construction and installation of new, or improvement to existing, security systems, and to assure their compliance with established standards. 3. Extensive knowledge of state-of-the art security systems, the functional characteristics of the equipment of such systems, and the systems? typical designs, layouts and configurations in order to plan their installation and to coordinate the actual construction activities. 4. The ability to coordinate a project which requires planning and budgeting for the overall work, establishing a project schedule, coordinating the work of technical specialists, and resolving major conflicts in policy and program objectives, as they occur. 5. The ability to represent the interests of the organization as a technical expert with respect to the Bureau?s needs in working groups both within the Bureau, the Department, with other agencies and outside organizations. DEMONSTRATION OF POSSESSION OF THE QUALIFICATIONS REQUIRED A candidate must have had specialized experience as a Security Specialist or Administrator in a security office or related setting. Such work experience may have involved analytical, planning, advisory, operational or evaluative duties for the purpose of developing and implementing security policies, procedures, standards, training for protecting personnel, facilities, information and property. The experience must clearly show that it provided the knowledge, skills, and abilities listed above to the extent needed to perform successfully the duties of the position. To be creditable, at least one year of the candidate?s specialized experience must have been equivalent to the next lower grade level of the position, i.e. GS-13. III. EVALUATION CRITERIA: Factor 1. Offeror?s knowledge of security policy requirements in order to design, develop, and evaluate protection systems and devices, and to be able to monitor all INL sponsored/directed activities in support of counternarcotics, anticrime, and/or civilian policing activities within the US and at overseas facilities. Experience would display the applicant?s knowledge of the full body of laws and regulations, as well as agency policies, applicable to these functions, and an understanding of how they apply to specific cases. Factor 2. Offeror?s knowledge of physical security systems including the various types of systems, the functional characteristics of the equipment, designs, layouts and configuration in order to be able to plan their installation and to coordinate the actual construction activities related thereto. Applicant?s experience would display that he/she has familiarity with state-of-the-art equipment, and it?s application. Applicant would also have performed extensive on-site work, determining vulnerabilities and recommending implementation of specific security programs, including installation of appropriate equipment to safeguard facilities. Factor 3. Offeror?s ability to plan and budget projects to ensure the safety and security of the Bureau?s various installations and/or personnel, as appropriate. Experience would display applicant?s ability to manage/evaluate the full-range of program resources, establish and maintain project schedules, and to deal with issues related to projects of sufficient complexity, i.e., those which require extensive coordination and management such as requiring interaction with task forces convened to meet the needs of specific critical programs. Applicant would have served as either a project or team leader, exercising at least minimal supervisory authority. Factor 4. Offeror?s ability to interact with others in order to represent the Bureau?s interests as a technical expert, both within and outside the Department. Applicant would have demonstrated experience in expressing his/her thoughts or opinions in a logical sequence such as working with others as a member of a work team, briefing groups on agency policy in the physical security field, or conveying information about a project to colleagues within the agency, particularly at the senior level. IV. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. V.
