- Description
- Open-End A-E services are required for indefinite-delivery indefinite quantity contracts at Ellsworth AFB (EAFB), SD. Professional services shall include Title I, Title II, Base Comprehensive Plans, and Other A-E services. Types of services required will be architectural and engineering in the fields of mechanical, electrical, civil, structural, environmental, aircraft fueling systems, and geotechnical. Firms providing any combination of these services either in-house or through subcontractors may apply. It is anticipated that at least two contracts will be awarded during calendar year 2004; however, the Government reserves the right to make additional awards. The contract will be for a one-year base period with four one-year option periods. Contract fees will not exceed $500,000 for each contract period. Delivery orders will be issued as projects are identified. Fees for individual delivery order may not exceed $299,000. There is a minimum fee guarantee of $5,000 for the initial contract period. No minimum fee guarantees apply to option periods. Prior to contract award, prices will be negotiated for the wages of all individual disciplines and other cost factors involved. Levels of effort are negotiated for each delivery order. North American Industrial Classification System code is 541330/541310, which has a size standard of $4,000,000. This announcement is open to all A-E firms regardless of size. A-E firm must be registered in the Central Contractor Registration system to be eligible for any contract award. Registration may be accomplished at http://www.ccr.gov. If a large business concern is selected for a contract award, it will be required to submit a subcontracting plan with their fee proposal. Evaluation factors include the following: a. Specialized experience and technical competence; b. Professional qualifications; c. Past performance with respect to execution of DoD and other contracts; d. Professional capacity for timely accomplishment of the work; e. Volume of work previously awarded by this office and DoD; and, f. Location of firm in the general geographical area of EAFB. Evaluation factors a. through c. are the most critical. Least important are evaluation factors e. and f. Interested firms having the capabilities to perform the required work must submit two copies of SF 255 (11/92 edition), and two copies of SF 254 (11/92 edition) for the prime firm and all consultants, to the 28 CONS/LGCB, Attn: Dannie Jennings, 1000 Ellsworth Street, Suite 1200, Ellsworth AFB, SD 57706-4904, not later than 4:00 p.m. Mountain Standard Time on December 8, 2003.
