- NAICS Code: 541820 The U.S. Environmental Protection Agency (U.S. EPA) Office of Radiation and Indoor Air (ORIA) Indoor Environments Division (IED) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to First Moments, Inc. under the authority of FAR Part 6.302-1. The purpose of this acquisition is to obtain support from First Moments, Inc. to deliver messages and materials on secondhand smoke risks to low-income clients of the Women, Infants and Children (WIC) Program in support of IED's goal to reduce the exposure of children age six and younger to secondhand smoke. An ongoing partner of the WIC Program, First Moments focuses exclusively on distributing information and publications to WIC clinics and currently has multiple programs delivering informational materials to the WIC community. First Moments is uniquely qualified to meet this requirement due to the fact that it is the only known organization that specializes in information publication and dissemination within the highly decentralized WIC system. The NAICS Code for this procurement is 541820. It has been determined that because of the ability of First Moments to reach the large number of WIC service delivery sites, it is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
