- The Department of Interior, GovWorks intends to make a firm-fixed price, sole source award to Colorago State University. GovWorks/DOI intends to issue a purchase order in accordance with FAR 13.5 Test Program for Certain Commercial Items. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the Headquarters, 9th Regional Support Command; 9th RSC Cultural Resources Projects: Wailuku United States Army Reserve (USAR) Center Planning Level Survey and Archaeological Inventory for the American Samoa Training Area PURPOSE: To follow up on compliance recommendations provided in the 9th RSC Installation Cultural Resource Management Plan (ICRMP) that specifies completion of a planning level survey for the Wailuku USAR Center and an archaeological inventory of the American Samoa Training Area prior to any training that may impact the integrity of the landscape. STATEMENT OF WORK: Comprehensive Planning Level Survey to be completed and appended to the current ICRMP for the Wailuku USAR Center. Conduct necessary literature reviews of existing environmental and cultural data to provide patterns of environmental and cultural change, site and map file searches that specify the range and types of resources that may be or are known to be present, and development of historic contexts and archaeological predictive models. Documentation will meet acceptable standards of the Hawaii State Historic Preservation Office (SHPO) for architectural and historical documentation. A final report will be produced in accordance with the National Historic Preservation Act. A complete archaeological inventory of the American Samoa Training Area will be conducted to identify all historic properties located within its boundaries. Project tasks will include development of a research design that meets American Samoa Historic Preservation Office (ASHPO) standards; field testing that includes establishment of Training Area boundaries and recording the location of historic properties with GPS; and production of a final report in accordance with ASHPO standards and guidelines. All field investigations, laboratory analysis, and report preparation will be accomplished by a professional archaeologist. TASKS: 1. Conduct background administrative, historical, and geophysical research on both projects at University of Hawaii, SHPO offices, and DoD offices as necessary. 2. Develop appropriate research design for American Samoa Training Area inventory. 3. Conduct archaeological inventory at American Samoa Training Area. 4. Conduct on-site visit at the Wailuku USAR Center to conduct research. 5. Write final reports for both projects. 6. Submit draft final report to 9th RSC, Hawaii SHPO and ASHPO for review. 7. Submit final reports to 9th RSC. TASK SCHEDULE: 1. Develop research design for American Samoa: Scheduled, November, 2003 2. Conduct research in Honolulu for both projects and continue on to American Samoa to conduct survey: Scheduled, November to December, 2003. 3. Begin preparation of draft report for Samoa inventory and prepare for Maui documentation: Scheduled, December 2003 to January, 2004. 4. Accomplish Planning Level Survey in Maui: Scheduled, February, 2004. 5. Complete final reports for both projects: Scheduled, March through June, 2004. 6. Submit draft final reports to 9th RSC and ASHPO for review: Scheduled, July 30 2004. 7. Correct final reports per review and submit to 9th RSC for submission to Hawaii SHPO and ASHPO for concurrence: Scheduled, August, 2004. DELIVERABLES: 1. On-site visits for complete data acquisition and inventory. 2. Two paper copies of each draft report to 9th RSC Environmental Office for review. 3. Two paper copies of draft report to ASHPO and Hawaii SHPO (Maui office) for review. 4. Five paper copies and five CD copies of the final reports. PERIOD OF PERFORMANCE: 1. Research and research design for American Samoa Training Area; inventory of American Samoa Training Area: 1st Quarter FY04 2. Planning Level Survey and completion of draft reports: 3rd Quarter 04 3.
