- The Department of Interior/GovWorks is seeking potential contractors on behalf of the North Atlantic Regional Medical Command, Walter Reed Army Medical Center, Washington, DC to provide technical support. Walter Reed Army Medical Center has a requirement for non-personal project officer services for installation, maintenance, security and troubleshooting of hardware and software for the Telemedicine Directorate. GovWorks intends to issue a Purchase Order in accordance with FAR 13.5, Test Program for Certain Commercial Items. This competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of Telemedicine Directorate, Walter Reed Army Medical Center. 1.0 SCOPE OF WORK Contractor shall provide non-personal services to the Telemedicine Directorate of Walter Reed Army Medical Center as a Project Officer. 2.0 REQUIREMENTS The contractor shall provide non-personal project officer duties in installation, maintenance, security and troubleshooting of hardware and software for the Telemedicine Directorate. 2.1 The incumbent will serve as a system administrator and project officer of assigned tasked. The incumbent will be given tasks to provide technical support to the staff, and works with NT servers, electronic mail, and locally developed web based databases and systems, and off-the-shelf software applications. Will provide technical support to medical treatment facilities using Telemedicine systems for the NARMC. 2.2 Coordinates or performs activities involving troubleshooting contingency/security planning, installing, testing, and problem resolution of existing systems. Provide systems integration between computer systems, on both local and wide area telecommunications networks. Will serve as a liaison between the DOIM and the Directorate. Provide responsive hardware and software support for both platforms. Other duties included administrative work, medical photography, product research and testing, hardware and software inventory, training, and LAN administration 2.3 Hardware support consists of the installation and repair of CPU's, monitors, external devices, RAM, DOS cards, Video boards, etc. The Technical Support Specialist is expected to keep a current record of serial numbers and property book to identify equipment and its location. This record also serves as a tool for troubleshooting so that the support person may research the repair history of the equipment. Once the hardware is installed, it must be configured to have LAN access when available. 2.4 The incumbent must maintain original media as well as the manuals that come with the software. Software support consisted of installation, configuration, troubleshooting and training the users how to use the software. Other responsibilities included making back-ups of all servers and maintaining the media used for back ups. 2.5 The Project Officer will serve as a liaison between the DOIM and the users. Analyze and supports the effort of simplistic to intermediate security requirements for Multilevel Security (MLS) issues. Design, develops, engineers, and implements solutions to MLS requirements. Gathers technical information about an organization's mission goals and needs, assessments as required. Perform risk analysis and risk assessments as required. 2.6 Prepare memorandums for approval as required. Prepare status reports to ensure: mutual understanding of the goals, progress and problems associated with coordinating, planning, and resourcing. The Project Officer must be able to address potential problems so it will not delay the project. Prepare significant weekly activity reports for Telemedicine management to ensure management is kept abreast of overall status of the project. Prepare in-processing reviews or meeting to brief update management as required. 2.7 Facilitate and/or support all Defense Information Technology Security Credentialing and Accreditation Program (DITSCAP) processes to support Telemedicine projects. 2.8 Serve as a Telemedicine Deployment Team Member. Provide technical assistance on all deployments within Telemedicine. Site visits to NARMC sites are required. After action reports will be submitted upon return. Prepare in-processing reviews or meeting to brief update management as required. 3. Qualifications 3.1. The contractor shall be able to read, write, and speak English well enough to effectively communicate with all individuals. 3.2. The contractor shall have experience working with NT servers, LAN administration, CPU's, RAM, DOS cards, and Video boards. 3.3. The contractor shall observe all systems security requirements when performing service of this contractual instrument. 4. GFE/OFFICE SPACE The contractor will be provided with workspace within the WRAMC Telemedicine Directorate. The contractor will have access to a telephone, computer, and printer. 4.1 PERIOD OF PERFORMANCE 4.1.1 Period of performance shall commence from 24 November2003 through 23 November 2004 4.1.2 Contractor shall perform services from 8:00 AM to 5:00 PM Monday through Friday. EVALUATION will be based on the lowest price that meets our requirement.
